Semantic demand decomposition method in search advertising setup: algorithm and results

Eremin S.I.

Abstract

the article presents a method of semantic demand decomposition designed to improve the effectiveness of search advertising on the Yandex Direct platform. The author's approach enables the structuring and segmentation of search queries based on commercial intent and user readiness. The algorithm includes clustering, lexical analysis, and query categorization. Unlike traditional methods focused on keyword frequency and competition, the proposed method considers the semantic structure and intent behind user queries. The methodology was tested across three niches: repair services, education, and e-commerce. The data obtained confirmed the hypothesis that segmentation by semantic and behavioral characteristics provides a significant increase in efficiency compared to traditional approaches. This is consistent with the conclusions presented in the research of Kalinina N.V., which describes methods for evaluating the effectiveness of online advertising, as well as in the work of Maslova V.P., which examines Internet marketing tools in Russian conditions. The results are further supported by A.N. Tikhonov's analysis, which emphasizes the importance of behavioral segmentation in marketing practice. Results demonstrate increased targeting accuracy, reduced cost per lead, and higher CTR. The study provides a reproducible framework for search ad setup based on demand logic rather than purely technical metrics.

Coordination of group macroeconomic interests in the state regulation system of the Republic of Belarus

Lavrova O.I.

Abstract

the purpose of the study is to develop a system for coordinating macroeconomic interests aimed at mitigating conflicts and harmonizing disparate relations that arise at any stage and in various spheres of social production, both between economic entities (the state, business, and the population) and in the interaction of reference macro-groups united by common needs, professional and personal motivations, and socio-political concerns. Methods: the presented study uses both special methods of macroeconomic and institutional analysis, statistical and semantic data analysis, and general scientific methods such as the monographic method and the comparison method. Results: the possibilities and prospects of coordinating the interests of reference macro groups in the Belarusian economy, based on the principle of a common goal for all economic actors, are considered. 14 reference macro groups are identified, represented in the "macro groups-interests" matrix, and have their own economic motives, needs, and values, according to the stages of the reproduction process. Conclusions: it has been shown that the specific features of the institutional system of the Republic of Belarus make it possible to apply administrative and regulatory measures to regulate economic processes without significantly increasing transaction costs, provided that conflicts of interest are mitigated and the behaviour of macro-groups is directed towards constructive interaction based on the priorities of the national economy and society. Improving the country's state regulation system should be based on a combination of methods for coordinating group macroeconomic interests, which promote their maximum realization without suppressing motivation or infringing on the needs of the majority.

Management of the value of an investment project based on its economic and mathematical model

Bezruchko D.S.

Abstract

currently, the value of an investment project is one of the main metrics taken into account when making a decision to invest in a project. The reason is that this metric is included in the cash flow when implementing the model of investor entry and exit into/from the project. The relevance of this study is that to date, a generally accepted method for determining the project value at any point in the future has not yet been formulated, and practical work on attracting investment into a project regularly sets such tasks. The study clarified the concept of value, analyzed the currently available approaches to business valuation, determined their advantages and limitations in application. A method for calculating the project value at any date in the future based on an economic and mathematical model of the project is also proposed. This method allows you to calculate the investor's cash flow with a high degree of reliability using a mixed model (entry/exit and dividend), which can be a reliable basis for making investment decisions. The practical significance of this study lies in the development of a methodology for calculating and managing costs, implemented in a software product that can significantly facilitate the process of finding an optimal investment strategy.

Probabilistic models of estimation of employment in the regions of the Russian federation

Gavrilenko Y.E.

Abstract

the present study is devoted to the development and application of probabilistic discrete choice models for assessing the employment level in the constituent entities of the Russian Federation. The relevance of the work is due to the significant regional heterogeneity of the Russian labor market and the problem of labor resource imbalances, which hinders the effective use of the country’s potential. The aim of the study is to quantitatively estimate the probability that the regional employment level will exceed the all-Russian benchmark value (63.675%) based on key socio-economic indicators. As the primary analytical tool, a logit model (binary logistic regression), belonging to the class of discrete choice models, was used. Modeling was conducted on panel average-monthly data for the period 2014-2024, obtained from official sources (Rosstat, EMISS). The original dataset included twelve macroeconomic indicators, such as average monthly wages, cost of the consumer basket, volume of household deposits, industrial production index, crime rate, housing construction, and others. The resulting binary variable was formed by comparing the actual employment level with the benchmark. Model parameters were estimated by the maximum likelihood method using the Gretl statistical package, with stepwise exclusion of statistically insignificant variables (p-value > 0.05).

New methodological approaches to the spectrum of applications of fractal geometry in modern economic science

Manashirov E.S.

Abstract

the main objective of the article is to identify the specifics of applying fractal geometry in modern economic science and to determine how the level of estimation of the fractal dimension of financial time series depends on the chosen estimation method. The article proposes understanding the actual functioning of financial markets based on fractal geometry, which makes it possible to accurately model the uneven development and properties of economic processes. The theory of investment risk and market informational efficiency is examined, its limitations are shown, and a path is outlined for renewing financial thinking based on a particular class of fractal processes. The new approach presented in this study lies in the innovative use of fractal geometry in mathematical economics for modeling financial markets. Instead of traditional methods based on standard models and assumptions, the author suggests revisiting the approach to analyzing and forecasting market dynamics using concepts from fractal geometry.

Effectiveness evaluation of the companies’ internal investment projects

Bezruchko D.S., Ilyin I.V.

Abstract

many companies are implementing a variety of projects aimed at increasing the efficiency of their activities by reducing costs in various ways. Such projects are associated with the need to invest the company's resources in optimizing production processes and business processes and do not generate additional revenue. Due to the lack of additional revenue, it is not advisable to apply classical investment analysis methods to internal projects. Nevertheless, the very fact of investment makes it possible to make judgments about the effectiveness of the project in the terminology of investment analysis. According to the proposed methodology, it is recommended to isolate the cash flows generated by the project from the cash flows of the entire enterprise and analyze their change based on a comparative analysis "with the project" and "without the project". The study proposes to consider the change in cash flow as a result of the project implementation as the basis for further investment analysis. In this case, the methodology of such analysis consists in constructing a tree of key performance indicators, starting with an analysis of changes in influencing factors and ending with investment performance indicators NPV, IRR, PBP and DPBP. Next, an analysis of the sensitivity of the project is performed as a result of a change in the value of influencing factors. The article is valuable for investment analysis specialists, corporate financiers and project managers interested in substantiating cost optimization decisions. The developed approach helps improve the quality of management decisions and minimize risks when implementing internal initiatives.

Veselov A.V., Pashinina P.A., Konnikov E.A., Starchenkova O.D.

Abstract

in the context of digitalization and increasing complexity of socio-economic processes, there is a growing need to develop effective tools for analyzing regional development. This article proposes a methodology for categorizing the regions of the Russian Federation based on the analysis of population needs using the Principal Component Analysis (PCA) method. A comparison is made between two approaches – mathematical and heuristic – to the implementation of the categorization algorithm. The article outlines the data processing steps, including correlation analysis, standardization, principal component construction, and quantile classification. The proposed approach has proven effective in assessing the socio-economic status of Russian regions and identifying key factors influencing their development. This study was carried out as part of the project "Development of a methodology for forming an instrumental base for analyzing and modeling the spatial socio-economic development of systems in the context of digitalization based on internal reserves" (FSEG-2023-0008).

Economic aspects of digital sovereignity

Kozlova M.A.

Abstract

the purpose of the study is to analyze the economic aspects of digital sovereignty. Methods include comparative analysis of approaches used in different countries, as well as SWOT analysis of the economic aspects of digital sovereignty. Findings: The economic aspects of digital sovereignty include two main areas: state and company costs for digitalization and security to protect against cybercrime and losses from cyberattacks. The importance of the development of import substitution in the field of digital technologies and the development of the domestic IT sector is noted, since this reduces the country's dependence on the supply of components and software by foreign partners and makes the country independent. As an economic benefit from storing data within the country, we can name the reduction of the risks of sanctions blocking, as well as the cancellation of payments to foreign services. At the same time, there are certain difficulties in creating digital sovereignty. One of the difficulties lies in the lack of chips and equipment that were previously supplied by foreign companies. Due to the need to rewrite the code for new platforms, IT developments are currently at the initial stage. When creating systems of protection against cyber attacks, it is necessary to focus on key areas, since this requires significant financial investments. Conclusions: the analysis allows us to highlight the features of ensuring digital sovereignty in other countries, which can be the basis for the development of Russia's policy in this area. Highlighted dangers and opportunities allow us to focus on the development of the strengths of digital sovereignty.

The role and tools of performance marketing for attracting new employees

Solovyova Y.N., Gorbacheva E.S.

Abstract

the article is devoted to the development of tools and metrics of performance marketing in the human resources market. Under the conditions of personnel shortage and formation of a job seeker's market, the behavior of potential employees, especially young ones, is undergoing significant changes. Companies need to adjust their employee value proposition and change their approaches to attracting employees in the digital environment. The purpose of this study is to adapt the performance marketing toolkit for the employee recruitment funnel. A competitive analysis of large employers has revealed the most important sources of traffic to their career websites: direct inquiries, organic search, and referral programs. The motivations and barriers of three target segments of potential employees for service companies are highlighted. These segments are youth, parents on maternity leave, and people looking for a part-time job. The difference between keywords in advertising messages targeted at these segments is shown. A three-stage marketing funnel for attracting staff is proposed: creating awareness, offering vacancies, and closing vacancies. The role and tools of performance marketing at the second and third stages of the funnel are substantiated. The practical significance of the research lies in the possibility of using its results in the practice of companies experiencing personnel shortages in competition for qualified applicants.

Mechanisms of sustainable economic growth under structural transformation

Garbuzova T.G., Shubin L.B., Idrisov A.R., Vorobyova I.V., Usov S.S.

Abstract

the article explores the mechanisms for ensuring sustainable economic growth under the conditions of structural transformation of the national economy. The relevance of the study is driven by the need to reassess development models due to the exhaustion of the traditional export- and resource-based growth potential, as well as the necessity to adapt to new challenges—both internal (institutional constraints, investment stagnation) and external (sanctions pressure, global market volatility). The aim of the research is to identify the key factors determining the sustainability of economic growth in a transitional economy and to assess their influence in the context of structural changes. The methodological framework is based on the theories of endogenous growth, structural economics, and institutional analysis. The empirical base includes official statistical data of the Russian Federation for 2010–2023, World Bank data, and findings from international studies. The research employs statistical analysis, regression modeling, and structural change indices. The results confirm that the sustainability of economic growth is primarily driven by an increasing share of manufacturing and knowledge-intensive industries in GDP, along with growth in investment activity and research and development expenditures. Conversely, a high dependence on the resource sector negatively affects sustainability by increasing macroeconomic volatility and vulnerability to external shocks. It is shown that institutional conditions create a background environment but require strengthening to effectively support structural modernization. The article concludes with policy recommendations aimed at promoting industrial diversification, investment support, and technological development. The findings may be useful for scholars and policymakers involved in strategic planning and economic policy formulation.

Development of a methodology for categorizing the socio-economic development of regions based on an analysis of the needs of the population

Veselov A.V., Pashinina P.A., Krasnova D.S., Starchenkova O.D.

Abstract

the article presents a comparative analysis of two methodological approaches to the categorization of socio-economic development of regions based on the analysis of population needs: mathematical and heuristic categorization. The proposed methodologies are developed based on a review of existing research. Both approaches utilize the Principal Component Analysis (PCA) method but differ in their application strategies. The mathematical categorization relies on a predetermined level of determination, ensuring objectivity, though potentially overlooking the specifics of individual need categories. In contrast, the heuristic categorization takes into account the particularities of each category but is more susceptible to subjectivity. This work contributes to the advancement of methodology for monitoring regional socio-economic development by offering tools for more accurate and effective assessment of development levels based on the analysis of population needs satisfaction. Future research prospects include validation of the developed methodology and optimization of the selection of weighting coefficients during indicator aggregation. The work was carried out within the framework of the project «Development of a methodology for the formation of an instrumental base for analysis and modeling of spatial socio-economic development of systems in the context of digitalization based on internal reserves» (FSEG- 2023-0008).

Working poor: a qualitative analysis of work motivation in the healthcare sector

Panikarova S.V., Zolotov A.A.

Abstract

this study focuses on analyzing the phenomenon of the “working poor” in the Russian healthcare system and identifying the mechanisms of the “economic motivation trap,” whereby an increase in wages does not lead to the expected growth in labor productivity. The problem lies in the fact that, despite the high social significance and initial non-material motivation of healthcare workers, systemic factors lead to their widespread professional burnout and economic dissatisfaction. The aim of the article is to qualitatively analyze the set of motivating and demotivating factors that determine the work behavior of medical personnel under conditions of institutionalized poverty. The results of the study show that healthcare workers initially choose their profession primarily based on altruistic motives (the desire to help people), rather than considerations of prestige or stability. However, in the course of their work, this intrinsic motivation is systematically eroded. The main demotivating factors are not only the low level of pay, but even more so the overwhelming workload and excessive bureaucratization, which have the highest correlation with the professional burnout index. An analysis of adaptation strategies revealed that the most common one—intensification of labor (working 1.5-2 job loads) – is assessed by the workers themselves as the least effective and only exacerbates exhaustion.

Intelligent transport systems as a factor in the development of international road freight transportation within the EAEU

Efimenko D.B., Shishkin K.A., Polishchuk V.P.

Abstract

the integration of the Eurasian Economic Union (EAEU) countries into a single transport space is crucial for regional trade and economic growth. Road transport plays a dominant role in the EAEU’s freight traffic, accounting for about 82% of all freight volumes between the five member states. [1] However, cross-border inefficiencies and fragmented information systems hinder smooth operations. The article examines how intelligent transport systems (ITS) can improve the efficiency of international road transportation and thereby contribute to the creation of a harmonized EAEU transport network. It analyzes global trends in road freight and ITS implementation, examines initiatives specific to the EAEU (such as the “Digital Transport Corridors” project), and provides data on transport volumes and performance. Case studies demonstrate the implementation of unified data exchange platforms and “smart” road technologies. The benefits of ITS include increased infrastructure throughput, reduced delays and accidents, and higher vehicle utilization, while challenges are related to technical compatibility, regulatory harmonization, and investment costs. Recommended policy measures include unified ITS standards, public-private partnerships for corridor projects, and legal frameworks for electronic documents. These steps will help the EAEU achieve the goal of a seamless transport space, strengthening trade connectivity both within the region and with neighboring networks.

Results: the study showed that Australia, despite economic shocks and pressures, was able to withstand and somewhat diversify trade relations. The government is striving to diversify, reducing dependence on China and expanding cooperation with India, Southeast Asian countries, the EU and the United States, but so far no significant changes have been achieved. Significant changes in the commodity structure of exports were also revealed: an increase in the share of critically important minerals, renewable resources and export services. Conclusions: the diversification of foreign trade is a key tool for increasing economic stability in the face of global shocks and geopolitical risks. However, this process is long-term. For Australia today, the most realistic strategy is to gradually mitigate possible risks. The state should develop alternative trade routes, conclude agreements and profitable deals, support exporters in exploring new niches, invest in innovative areas, thereby diversifying the export structure, and at the same time maintain trade relations with China.

Import of counterfeit goods into the Russian Federation: assessment of dynamics and customs decisions

Migel A.A., Shaurina O.S., Lesina T.V.

Abstract

despite the decisions taken and actions taken to prevent the import of counterfeit goods into the Russian Federation, the problem remains relevant and practically significant. The sharp increase in counterfeit goods on the Russian market by the end of 2022 occurred simultaneously with the introduction of parallel imports, the legalization of which raised the issue of the effectiveness of the fight against counterfeiting to a new level. In 2023, the indicator decreased significantly, and in 2024 it increased by 18%. The presence of unstable dynamics of counterfeit goods imports into Russia predetermined the implementation of relevant analytical work based on an integrated approach, a study of the established practice and channels for importing counterfeit goods, and decisions of customs authorities to counteract and prevent such deliveries. The scientific article studies the problem of importing certain categories of counterfeit goods, identifying supplier countries and transit routes for delivery. The importance of improving the legislative framework in the field of intellectual property rights protection is determined, and recommendations are presented for the development of the activities of customs authorities and other government agencies responsible for combating counterfeiting.

Chernyakov M.K., Mukhtorzoda S.S.

Abstract

the article is devoted to the development of a methodology for a comprehensive assessment of the competitiveness of retail chains in the context of a regional economy using the example of Dushanbe. The purpose of the study is to create an adapted toolkit that allows identifying competitive advantages and development zones of retail chains, taking into account the specifics of the local market. To achieve this goal, the following tasks were solved: identifying key factors of competitiveness, developing a system of quantitative and qualitative indicators, and testing the methodology on data from leading networks ("?var", "Real Trading", "SHIEVER", "B1", "Diyor"). The research methodology is based on an integrated approach that combines spatial analysis (GIS), financial, economic, operational and social indicators. The methods of statistical analysis, expert assessments and sociological surveys were used, which ensured a comprehensive assessment. The results of the testing showed significant differences in the competitive positions of the networks: the leadership of "?var" is due to high profitability and customer satisfaction, while "Diyor" demonstrates growth potential due to increased interaction with local suppliers. The practical significance of the work lies in recommendations for optimizing the placement of retail outlets, digitalizing business processes and developing cooperation with local producers. The results of the study can be used by government agencies to formulate retail support programs, as well as by business structures when developing development strategies. The proposed methodology helps to increase the efficiency of integrating retail chains into the regional economy, ensuring sustainable growth and socio-economic effects.

Approaches to analysis of IT applications for delivery of goods in Russia and abroad. Improving user experience in the digital transformation era

Moroz E.V.

Abstract

the purpose of the article is to analyze the user experience of IT applications and websites for prepared food on the most popular platforms in Russia and abroad. ICT technologies are successfully integrated into modern economic relations, increasing business revenues and the standard of living of citizens. All this would be impossible without convenient channels of interaction – information (digital) platforms. A special case of information platforms are mobile applications, which are a convenient tool for scaling activities. The minimum cost of distributing mobile applications reduces the cost of marketing campaigns, and also makes the threshold for entering the industry more accessible for businesses. Meanwhile, having only one application is not enough - it is important to make it convenient and intuitive. This is assessed by the effectiveness of the user experience, the area of activity of UX analysts who build application parameters in such a way that users do not experience disappointment from using the selected services. Studying the features of modern digital platforms allows you to competently select the best practices for distributing products and services, identify market development trends, and test various innovations, which positively affects the quality of the service provided. The relevance of the study is explained by the fact that the creation of applications and sites for the delivery of products is one of the consequences of the digital transformation process in the industry, and the identification of individual patterns will help predict the state of development of the industry in the future. The author sets the task of identifying the main components of successful implementation of IT applications and food delivery sites, as well as considering the relationship between statistical metrics of site visits and the portrait of consumers.

From one-dimensional statistics to a causal-analytical approach: regional stratification of factors on the example of alcoholism analysis in Russia

Rodionov D.G., Polyakov P.A.

Abstract

regional differences in the socio-economic development of Russia are extremely large and manifest themselves across many indicators – from poverty levels to public health. Nevertheless, official regional statistics in the Russian Federation have traditionally been limited to recording the indicators (outcomes) for each federal subject, without revealing which factors determine these results in different regions. In other words, the current approach is largely one-dimensional: each region is characterized by a set of values of indicators Y, while the causal mechanisms remain “behind the scenes.” This creates a serious gap in analytics, since without understanding the causes of regional problems it is difficult to develop effective policy solutions. For example, it is known that alcoholism and related diseases have very different prevalence across regions (in 2019, an average of 52 newly diagnosed cases of alcoholism per 100,000 people nationwide, while in the Far Eastern Federal District the figure was 93, and in the North Caucasus only 19). However, simple statistics only make it clear where the problem is more acute, but not why. This paper describes a mechanism that helps to overcome this limitation through a causally oriented analysis. The work was carried out within the framework of the project «Development of a methodology for the formation of an instrumental base for analysis and modeling of spatial socio-economic development of systems in the context of digitalization based on internal reserves» (FSEG- 2023-0008).

Economic and mathematical analysis of the influence of alcohol consumption on mortality dynamics

Prichina O.S., Kukharenko O.G., Orekhov V.D.

Abstract

the purpose of this work is a mathematical analysis of the impact of alcohol consumption on the human capital of Russia. Statistical analysis methods are applied. It has been established that the most correct models of alcohol per capita consumption (APC) are the harmonized models of the Ministry of Health and ARIMA (further referred to as MHA). Based on statistical data it is revealed that the crude death rate (CDR) of Russia's working-age population (WAP) linearly depends on APC according to MHA. The correlation coefficient between CDR and APC is R = 0.89 for women and R = 0.97 for men (1994-2019). The mortality rate of working-age women in Russia related to alcohol consumption is 5 times lower than that of men for this reason. A predictor of alcohol consumption mortality (APН15+) for people aged 15 years and above was set. According to this predictor, men consume 1.76 times more alcohol and women 0.35 of the average of the 15+ population. During the extreme year of 2005, alcohol consumption levels were APН15+ = 35.9 liters/year/person for men and 7.1 liters/year/person for women. The use of the APН predictor made it possible to derive one regression dependence of mortality on alcohol consumption for both men and women in the WAP: CDR [%] = 0.031(APН15+ – 0.089, with a very high correlation coefficient of R = 0.996.

Economic aspects of inclusive education costs, efficiency, social impact

Garbuzova T.G., Tokareva S.V., Chumachenko E.V., Terentyev D.E., Zainullina S.F.

Abstract

in the context of the formation of an inclusive society, the educational system is becoming the most important space for the realization of the right to equal access to knowledge for all categories of the population, including people with disabilities. Inclusive education is no longer an exclusively social task and acquires an economic dimension, as it requires significant investments in infrastructure, training, digitalization of processes and adaptation of curricula. At the same time, it is through inclusion that the concept of long-term human capital development is realized, where each student becomes a subject of the social and economic process, and not an object of state guardianship. The purpose of this study is a comprehensive analysis of the economic aspects of inclusive education in modern Russia. The article considers both the direct costs of ensuring inclusion in educational institutions (including the costs of adapting the environment, paying tutors, and purchasing specialized materials) and the indirect costs associated with supporting the educational process, interdepartmental interaction, and ensuring digital accessibility. Special attention is paid to the issue of evaluating the effectiveness of such investments, including calculating the coefficient of social return on investment (SROI) in comparison with traditional education models. The study uses a combination of quantitative and qualitative analysis methods, including the processing of official statistics, comparative regional analysis and expert assessment. The results of the analysis demonstrate that investments in inclusive education with proper organizational and methodological support are economically justified in the long term. The calculated coefficient of social return on investments in a number of regions of the Russian Federation exceeded the value of 2.4, which indicates a high degree of return on invested funds due to a decrease in social dependency, an increase in the tax base and the development of work activity of people with disabilities. Thus, inclusive education should be considered as a strategic direction of state policy, which has not only moral and social, but also clearly expressed economic value. The article forms a scientific and practical basis for substantiating appropriate management decisions and building an effective financial model for an inclusive education system.

Evolution of the conceptual foundations of the theory of innovation transfer: from linear models to a systems approach

Kuznetsova M.N.

Abstract

the paper views innovation transfer as an evolving, multi-channel process, transitioning from linear/chain-linked models to systems-based, networked understandings – from linear and chain-linked views to a systems and network approach that captures multichannel, recursive flows and institutional settings. The objective is to trace the evolution of concepts, identify their limits, and propose a theoretical–methodological framework for analyzing and designing innovation transfer policy at sectoral and regional levels. The methodology fuses a diachronic review of innovation process modeling with bibliometric cartography of output dynamics and topical spaces (WoS/Scopus) and a synthesis that organizes findings across micro-, meso-, macro-, and global layers of transfer channels: licensing and patents, university – industry collaboration, strategic alliances and M&A, labor mobility, open data and digital platforms. We show that systems/network models better explain transfer in tightly coupled technologies and in regional clusters, where coordination institutions, standards and digital knowledge infrastructures are critical. An integrated typology of transfer directions and carriers is presented alongside a monitoring toolbox (co-authored publications/patents, PCT filings, venture activity, collaborations) suitable for tailoring innovation policy instruments. The contribution lies in a coherent conceptual framework of innovation transfer and in policy implications for “systems-oriented” commercialization and transfer, sensitive to sectoral and regional specificities.

Platform economy: new challenges and opportunities

Kumpilova B.A.

Abstract

the article examines the formation and development of the platform economy as a key phenomenon of the digital transformation of modern society. It is shown that digital platforms are becoming major actors in economic relations, creating new mechanisms for value creation and distribution, and significantly changing the nature of interaction between business, government, and society. Based on the analysis of statistical data, expert reports, and academic publications, the main directions of the impact of the platform economy on economic growth, the social sphere, and the institutional environment are identified. Particular attention is paid to the comparative analysis of international practices and the Russian experience. It was revealed that leading world economies demonstrate a high level of integration of platform business models into key industries, which provides them with sustainable competitive advantages. In Russia, the development of digital ecosystems is also observed in the fields of e-commerce, financial technologies, and public administration; however, it remains constrained by institutional and technological barriers. The social consequences of platformization are also considered, including the emergence of flexible forms of employment, expanded access to goods and services, as well as risks of income instability and growing social inequality. The study highlights the main challenges associated with market monopolization, dependence on global players, and the need to ensure digital sovereignty. It is concluded that the development of a comprehensive state policy aimed at stimulating innovation, supporting national digital ecosystems, and establishing effective regulatory mechanisms is necessary to minimize risks and maximize the opportunities of the platform economy.

Abstract

the purpose of this research is to identify and systematize the specific opportunities and potential risks for industrial enterprises arising within the context of implementing the national project "Data Economy and Digital Transformation of the State." At the current stage, this project is creating a fundamentally new institutional and technological environment, serving as a key factor in ensuring technological sovereignty and the competitiveness of domestic industry. Digital transformation offers significant modernization prospects for enterprises; however, it is also associated with complex challenges. In this regard, the authors elucidate the key concepts and structure of the national project, analyze its target indicators and practical results, identify specific benefits for various industrial sectors, and reveal systemic barriers to their realization. Methods: the primary methods employed in this study include analysis of the national project's structure, target indicators, and current results; systematization of opportunities and risks for the industrial sector; and theoretical modeling based on the interrelated concepts of data economy, digital transformation of the state, and enterprise digital maturity. Findings: the main results of the study comprise a comprehensive characterization of the national project as a driver of industrial digital transformation, a systematization of specific practical benefits for enterprises (access to State Information Systems [GIS] data, domestic IT solutions, proactive public services), as well as the identification and structuring of key risks and barriers (cybersecurity, personnel shortages, high costs, organizational resistance). Conclusions: the digital transformation of industry within the context of the national project is a complex, multifaceted process whose success is determined not so much by technological factors as by the ability of enterprises to manage change comprehensively. The obtained results can be used by industrial enterprise management to formulate digitalization strategies, and by public authorities to adjust support measures aimed at overcoming the identified barriers and maximizing the positive effects of the project's implementation.

Criteria for the effectiveness of educational institutions, balance between economics and quality of education

Sadykova L.G., Garbuzova T.G., Amagaeva Y.G., Terentyev D.E., Cherkina V.M.

Abstract

in the modern educational space, the need to coordinate the economic performance of educational institutions with the requirements for the quality of the educational process is of particular importance. In conditions of budget constraints and increasing competition between educational institutions, the importance of accurate and universal performance criteria is increasing, allowing not only to measure results, but also to build management strategies. The article considers the issue of balance between economic indicators (costs, income, resource availability) and qualitative indicators (student success, satisfaction of participants in the process, innovation potential). Comparative parameters have been introduced to analyze how harmoniously economic rationality and educational goals are combined, and an approach to determining marginal efficiency from the point of view of the social mission of education has been proposed.

Mathematical modeling of the dynamics of the industry development

Sklyar A.Y.

Abstract

the purpose of the research is to develop models and methods for analyzing and forecasting the long-term dynamics of the development of industries. Methods: the methods used in the presented study are the methods of regression analysis of time series based on the decomposition of the observed processes into the rates of their development with the identification of trend and oscillatory components. Findings: the study presents an integro-differential model of production development and proposes its approximation based on the representation of development rates in the form of an oscillatory process against the background of a monotonically decreasing trend. An assessment of the noise level in the initial data caused by the influence of random unpredictable external factors, which fundamentally limits the accuracy of models and forecasting capabilities, is carried out. Algorithms for obtaining an analytical representation of the dynamics of production development are proposed. Conclusions: the analysis of actual data reveals the presence of almost periodic oscillatory processes of tempos, which can be represented by the sum of harmonic oscillations with different periods. Fluctuations in individual industries are not synchronous, respectively, crisis phenomena arise when extreme rates in different industries coincide, a kind of "parade of planets" and do not have a strict periodicity. In particular, the crisis of 2008 occurs at the level of a descending line of fluctuations in the growth rates of various industries, starting from 2005-2006, a similar picture is characteristic of the late 60s of the twentieth century. The accuracy of the forecast is fundamentally limited by the presence of an unpredictable noise component and the absence of strict almost periodic fluctuations, which inevitably leads to errors in the forecast both in the values of the predicted value and in the time of the occurrence of the corresponding events.

Digitalization and institutional transformations in Russian-Iranian trade: new settlement mechanisms and electronic platforms

Sinopalnikov N.S.

Abstract

the article examines the key areas of digital and institutional transformation of Russian-Iranian foreign trade in the context of global geo-economic instability and sanctions pressure. Special attention is paid to the development of alternative settlement mechanisms – the transition from dollar schemes to settlements in national currencies, barter agreements and digital payment platforms. Based on the analysis of publications in Russian, English and Persian, the main barriers and driving forces of digitalization in trade and economic relations between the two countries have been identified. It is shown that the modern development of bilateral trade requires synchronization of legal norms, digital standards and logistics protocols. The integration of digital platforms was identified as a promising vector: electronic certification, blockchain logistics, and fintech settlement tools. The author concludes that digitalization can become not only a means of overcoming sanctions pressure, but also the basis for creating a stable system of mutual trade. The potential for deepening cooperation within the framework of the Free Trade Agreement between the EAEU and Iran was also identified. The results obtained can be used in the formation of strategic decisions in the field of foreign economic policy, as well as in the development of joint digital platforms for bilateral trade exchange.
