Key vectors for improving the state strategy in the cultural sphere at the municipal level

the main topic of this study concerns the need to improve state policy in the field of culture at the local level in order to increase the comfort of life of citizens, reduce regional socio-economic differences, create a favorable environment for revealing the abilities of the younger generation, maintain classical family foundations, enhance the effectiveness of the state demographic strategy and the quality of life of the population of the Russian Federation. The purpose of the scientific work is to study the state strategy in the cultural field on the territory of a municipality of the Russian Federation, identify the difficulties and opportunities for the development of the cultural sector at the local level. Methods: the article uses the following research methods: study, comparative, rational and integrated approaches, as well as visual and tabular analysis methods. Results: an assessment of the key vectors of the implementation of the state strategy in the cultural sphere at the municipal level was carried out; the specifics of the local strategy in the cultural field were highlighted; the municipal program for cultural development was analyzed; the challenges of state control over the cultural sector at the municipal level were identified, the directions of its development were determined; potential ways of developing the cultural sector in the municipality were proposed. Conclusions: based on the trends and threats identified by the authors, as well as the proposals formulated in the cultural sector at the municipal level, it is possible to analyze state policy in the field of culture and art, make adjustments to the activities and indicators of the federal project "Family Traditions and Infrastructure of the Cultural Sphere", launched by the Government of the Russian Federation in 2025 as part of the national project "Family" to implement the national development objectives of the Russian Federation established by the President of the Russian Federation until 2030.
