Potential of mass sports and physical education in the formation of a healthy lifestyle
Abstract
this article considers the formation and popularization of a healthy lifestyle (HL) as a key element of the state policy of the Russian Federation aimed at improving public health and improving the quality of life of citizens. Objective: to analyze the effectiveness of measures aimed at involving the population in physical education and sports, as well as to assess their impact on the level of physical activity and psycho-emotional state of citizens. Methods: analysis of legal acts, statistical data, as well as the results of sociological surveys and scientific research. Results: it was found that active participation of citizens in physical activity contributes to the prevention of chronic diseases, improves psycho-emotional state and increases working capacity. A quantitative and qualitative assessment of the federal project “Sport as a norm of life”, implemented within the framework of the national project “Demography”, was carried out. The results of the creation and modernization of sports facilities were assessed. The role of regular mass sports events, such as the “Cross Country Race”, “Ski Track of Russia” and “All-Russian Day of Running” in involving citizens in an active lifestyle and popularization of physical education was studied. Conclusion: further development of programs to promote healthy lifestyles and the creation of accessible sports infrastructure are necessary conditions for achieving strategic goals in the field of public health.

Demographic sustainability of medium-sized cities of the Republic of Tatarstan: factors of influence
Abstract
this article examines the influence of the year of foundation of medium-sized cities in the Republic of Tatarstan on the demographic stability of their year, based on a study of this dependence, as applied to medium and small cities in the Russian North (V.V. Fauzer, A.V. Smirnov, G.N. Fauzer). As part of the study, the analyzed objects were considered in the years of assigning the status of "city", what their economies were based on in the past, and what they are based on at present. Results: The demographic dynamics for the last 30 years are given for each object. Conclusion: the key factors of demographic stability of the cities in the region are highlighted.

Social portrait of an unemployed young specialist: managerial aspect
Abstract
the article discusses issues that correspond to such a specialty from the list of the Higher Attestation Commission as «5.4.7. Sociology of Management (sociological sciences)». The authors of the article consider current issues related to youth unemployment and management actions to eliminate this problem. The purpose of this publication is to examine the difficulties that a young professional faces when entering the labor market after graduation, as well as in their professional activities, and those managerial efforts that are aimed at solving the problems faced by unemployed young people. The article presents the results of a sociological study conducted by an online survey. The opinions of the respondents on the main causes of unemployment among young professionals, on the effectiveness of applied job search strategies, on the socio-psychological state of young people, and on employment prospects were revealed. The authors conclude that solving the problem of unemployment in this social group requires an integrated approach, including improving the education and training system; creating a favorable environment for employment; social support for unemployed youth from management structures; monitoring and evaluating the effectiveness of government measures in the field of social policy.

Youth public associations and life strategies of youth in modern social reality
Abstract
youth public associations act as an effective social lift, allowing young people to adapt to modern challenges and implement their own life strategies. Life strategy is a complex construct that accumulates economic, socio-cultural, psychological and political aspects. Young people always experience serious difficulties in the process of life self-determination due to inadequate self-esteem, social disorientation and lack of independence. Harmonious self-determination of the individual is manifested through skillful balancing between individual needs and social standards. Such a life scenario becomes possible only for young people who have reached a certain level of social competence. The modern trajectory of development of young people is a dynamic, multifaceted construct, in which individual activity, unconventional thinking and the ability to instantly rebuild in the social landscape come to the fore. The new generation consistently transforms social paradigms, replacing established patterns with fundamentally different strategies of self-realization and personal growth.

Managing the motivational values of students
Abstract
the article discusses issues that correspond to such a specialty from the list of the Higher Attestation Commission as «5.4.7. Sociology of Management (sociological sciences)». The authors of the article addressed the urgent problem of managing motivational values in university education. The article reveals the influence of external (educational environment, family expectations, social norms) factors on the motivational values of students in the course of their educational activities, which allows parents and educational institutions to manage these categories. The article shows the results of studying the relationship between students' motivational values and their choice of profession. The results of the sociological research by interviewing are considered. Recommendations are formulated to increase students' motivation to study based on the results obtained, and conclusions are drawn about the motivational values of modern students. The theoretical significance lies in clarifying and supplementing the understanding of the structure of motivational values among modern students. This is especially relevant in the context of changing socio-economic conditions and cultural trends. The study also clarifies the already existing links between students' values, motivation, and behavior. The results can be used to develop more effective educational programs and educational strategies by management structures that take into account the specific motivational values of students and contribute to increasing their academic motivation and academic performance. Understanding values allows the administration to adapt the educational process to the needs and expectations of students. The practical significance lies in the use of research results and conclusions in the practical activities of sociologists, in the classes of the field of study «Sociology» in universities.

The trends and practical applications of artificial intelligence tools in advertising communication in Central Asian countries and in Russia
Abstract
this article examines the use of artificial intelligence (AI) tools in marketing and advertising in Central Asia and Russia. It analyzes global trends and the prospects for the development of these technologies, as well as recent research conducted by companies such as McKinsey & Company, Market Research Future, and RAND Corporation. The article focuses on the main areas where AI is most commonly and effectively used in advertising. It also discusses the features, innovations, and scale of neural network applications in the advertising market of Central Asian countries and Russia. To do so, analytical and synthetic information processing was used. Furthermore, the article examines how the growth of AI use in the advertising industry in Russia influences the development of this sector in Central Asian states. In addition, the advantages and disadvantages of using artificial intelligence as a marketing and advertising tool were analyzed. A comparative analysis was conducted using the example of advertising campaigns in Kazakhstan and Russia, based on the methodology described in Charles Reagin's work, «The Comparative Method.» The functional role of artificial intelligence in the development of creative advertising campaigns was chosen as the main parameter for comparison. Based on this research, recommendations for the use and implementation of artificial intelligence in the field of advertising can be further developed.

The impact of new technologies on the development of business culture in Iraqi Kurdistan
Abstract
in the era of digitalization, modern technologies are radically changing the business environment, affecting the ways of working, communicating and managing. This article analyzes the impact of new technologies on business culture in Iraqi Kurdistan. The article examines how new technologies, such as artificial intelligence, cloud services and social networks, are transforming local business, analyzes the main trends and difficulties that companies face when implementing them. The study shows that new technologies can optimize business processes, make transactions more transparent and speed up the exchange of information. However, the development of new technologies in the region is complicated by insufficient infrastructure, a shortage of qualified personnel and cultural characteristics. Successful implementation of innovations requires a comprehensive approach, including investment in education, improvement of legislation and use of international experience. The purpose of the study is to identify the impact of new technologies on the formation and development of the business culture of Iraqi Kurdistan, as well as to analyze the main trends and possible obstacles in the process of implementing new technologies. The objectives are to analyze modern technological trends that affect the business culture of Iraqi Kurdistan, as well as to study the digitalization of business processes in Iraqi Kurdistan. The study shows that digitalization helps to increase the transparency of transactions and accelerate the exchange of information. At the same time, insufficient digital infrastructure, shortage of qualified personnel and cultural characteristics of the region create certain barriers to the implementation of new technologies. The article will be useful for scientists, entrepreneurs and experts in the field of business and digital technologies who want to know how innovation can contribute to the economic growth of Iraqi Kurdistan in the context of global competition.

Content and management format of the complex center for social services for the population of the Bryansk region
Abstract
the article discusses issues that correspond to such a specialty from the list of the Higher Attestation Commission as «5.4.7. Sociology of Management (sociological sciences)». The authors of the article addressed the urgent problem of management in social service organizations using the example of a specific regional integrated center. The content and format of management parameters that are aimed at the effective operation of the organization have been studied. The authors analyzed the functions of management structures, considered those methods and techniques that contribute to the provision of effective social assistance to the population of the Bryansk region. The article justifies conducting surveys and interviews for feedback, conducting content analysis in order to identify key factors affecting the effectiveness of the management of a comprehensive social services center, which, in turn, helps, according to the authors, in identifying the needs of the center, developing effective recommendations for improving the work and improving the quality of services provided. In general, the use of research methodology in this context is a key step towards improving the management efficiency and success of an integrated social service center. The authors emphasize that comprehensive social service centers play a key role in maintaining and improving the quality of life of citizens, especially those who need special help and support. Evaluating and improving the effectiveness of such centers is an important aspect of ensuring social well-being in society.

Comprehensive assessment of collectivism in the context of organisational value formation
Abstract
collectivism is a kind of traditional value, plays an important role in the development of constructive activities in various companies, thus providing not only a high level of mutual co-operation, but also mutual assistance among the employees of the company. The integration of collectivist principles in management practice is an opportunity to significantly increase not only the interest but also the satisfaction of the employees of the organisation, this fact contributes to the success of the organisation. Objective: to investigate the importance of collectivism as a historical value in the development of the basis of creative and constructive activity in the organisation, including the determination of the impact not only on social, managerial but also cultural aspects within the company. The methodology of this research consists of an analysis that is based on surveys and interviews with employees in different organisations in order to determine the understanding of collectivism, also the impact on the process of productivity at work. Results: a contextual analysis of the organisation's documents as well as corporate practices that are related to the adaptation of traditional collectivist values was carried out. Conclusion: the integration of collectivist principles into corporate values leads to significant improvements in work performance.

Ethical guidelines for civil servants: citizenship as a professional norm
Abstract
this article considers the importance of citizenship as a key element of professional ethics of civil servants, as well as its impact on the quality of public administration. The main principles and norms that form ethical standards in the field of public service are analyzed. Attention is also paid to the practical aspects of implementing citizenship in the daily activities of civil servants. The purpose of this study is to determine the importance of citizenship as a key element of civil servants and analyze its impact on civil servants. The work identifies the fundamental principles and norms of ethical activity in the field of public service, assesses the role of citizenship in the formation of high standards of professional behavior and develops recommendations for its implementation. Methods: the research methods include a systematic approach, analysis, synthesis and comparative analysis, which allows to substantively consider citizenship as an interdisciplinary and complex phenomenon. Results: citizenship is a set of moral and legal qualities, including responsibility, honesty and service to society, which directly affects the level of citizens' trust in public institutions and the effectiveness of governance. The analysis emphasizes the role of ethical principles, such as transparency, responsibility and active interaction with society, in strengthening the legitimacy of government and reducing corruption risks. Case studies from foreign countries, such as the Nordic countries and Estonia, demonstrate the success of systemic initiatives to introduce citizenship through training, digitalization and citizen participation in governance. The paper emphasizes the importance of systemic measures, such as programmatic training, mentoring and monitoring, to build and reinforce positive professional habits among civil servants. Conclusion: the development of citizenship in public institutions contributes to improving the quality of services, building public trust and reducing corruption, making citizenship a fundamental basis for successful modern public administration.

The contribution of Russian sociologists to the development of Russian sociological knowledge
Abstract
the article is devoted to the analysis of the evolution of sociological thought in Russia. It examines the influence of classical Russian thinkers who laid the foundations of sociological analysis in the context of the peculiarities of the development of Russian sociology in the context of historical changes and ideological constraints. The significance of the Russian sociological school in the context of world sociology is ambiguous and difficult to give an objective analysis, since its development took place in specific historical conditions that were significantly different from the Western European way of life. Objective: based on the analysis of the works of Russian sociologists, to determine their contribution to the development of Russian sociological knowledge. Methods: when writing the article, the descriptive method, the categorization method, the analysis method, and the historical method were used. Results: the main theses that form the foundation of modern sociological knowledge, both in Russia and abroad, are formulated. The author of the article has made an attempt, taking into account the existing knowledge of the history of sociology, to identify the most important fragments of the origin of sociological knowledge in Russia. Conclusion: it is determined that, despite periods of ideological restrictions, Russian sociologists have made a significant contribution to the development of methodological approaches that imply the unity of qualitative and quantitative methods used to study complex social phenomena in conditions of limited access to information, and also identified the relationship between empirical and theoretical knowledge. The article highlights the importance of recognizing and studying the contribution of Russian sociologists to sociology. It provides information for researchers, teachers, and students interested in the history of sociology and the current state of sociological knowledge in Russia.

The image of a political leader as the management of socio-political processes
Abstract
the article discusses issues that correspond to such a specialty from the list of the Higher Attestation Commission as «5.4.7. Sociology of Management (sociological sciences)». The authors of the article addressed the urgent problem of managing the socio-political processes of society through the image of a political leader. The more charismatic a person with authority is, the more significant their statements have on public opinion, on the social and political spheres of society. A special role in this is played by the linguistic personality of a political leader, understood as a set of linguistic and speech characteristics of a person, manifested in public speeches, in written texts. Vladimir Zhirinovsky is a very vivid linguistic personality, who, it seems, continues to influence public opinion even after his death through recordings of speeches by a politician, texts (articles, books) created by him, therefore it is interesting to trace how the image of a political leader (the original linguistic personality) controls the processes taking place in society. The authors of the article examine the relationship between the attitude of the population towards the political leader and the party he represents; examine the image of the two leaders of the Liberal Democratic Party, V.V. Zhirinovsky and L.E. Slutsky, using the example of public perception, and also conduct a comparative analysis of the activities of the Liberal Democratic Party during the leadership of these politicians. The practical significance of this study is to consider the mechanisms for managing socio-political processes in society in order to avoid manipulating public opinion.

Innovative competencies of external corporate responsibility of modern management strategy
Abstract
in this article, we consider a model of the basic principles and forms of the External Corporate Social Responsibility Program. The article we present examines the problems of external corporate social responsibility in the development of the modern economy, aimed at improving relations between business, employee, and society. An important element of this relationship is the introduction of innovations in the corporate governance component. Objective: To consider the possibility of a model (innovative) approach to building business relationships, taking into account the integration of competencies as a permanent process in the aspect of innovative management strategy methods. Social responsibility in competence management can be defined as an enterprise strategy in the field of ECSR, the key role of which is inclusivity. Methods: when writing this article, the method of analyzing scientific papers and articles by Russian authors on this topic was used. The study took into account various points of view on this problem, and carried out a systematic analysis of the issues of working and social relations between the enterprise and society. The issues of external corporate responsibility were considered in the works of the following scientists: Anikina I.D., Saprykina O.A., Kuzmicheva S.Yu., Kosikova, Yu.A., Lesnova L.P., Cherepanova N.V. and others. Results: The analysis of the basic principles and forms of the External Corporate Social Responsibility program is carried out. The problems of ECSR and innovations in the component of corporate governance are revealed. Conclusion: Based on the results of the study, ways of introducing ECSR into enterprises were considered and proposed.

The human potential of the region: the concept, the evolution of ideas
Abstract
the article attempts to conceptualize the concept of "human potential of the region" based on the analysis of the evolution of scientific ideas about this phenomenon. The research is based on a historical overview of the theories of human capital, human development and related concepts, considering the transformation of views on the role of man in socio-economic progress. The key stages of the development of ideas about human potential are analyzed, starting with an emphasis on education and qualifications, and ending with a broader understanding that includes health, cultural values, social ties, and other factors that determine human capabilities. Various approaches to measuring human potential at the regional level are highlighted and critically evaluated, and attention is focused on the problems of aggregation and interpretation of statistical data. The article offers the author's definition of the human potential of the region, taking into account both the individual characteristics of the inhabitants, as well as the institutional and socio-cultural features of the territory that influence its formation and implementation.

Labor migration under sanctions: an example of Russia and Central Asia
Abstract
the purpose of the study was to identify new directions for the development of labor migration between Russia and Central Asian countries, grounds for approving new economic relations, justification of elements of state migration policy that help counter Western sanctions pressure. Methods: the presented study uses economic and statistical methods of analysis, logical, comparative analysis, systemic and comprehensive approaches as methods. Results: the article presents the results of a study characterizing modern migration flows between Russia and the countries of Central Asia, the reasons and consequences of their manifestation for both sides of relations, including those related to the digital transformation of economies, sanctions pressure. The given data on the current state of migration in the region give an idea of the potential for the development of the economies of these countries. Key legal factors have been identified that will help adapt the Russian economy to structural changes in the migration sphere. Conclusions: the analysis of bilateral labor migration in the Russian-Central Asian region makes it possible to better understand the state and prospects for the development of the economies of countries, the direction of further development of investments. The study shows the great research potential in this topic and the importance of this topic for the strategic development and national security of Russia.

Analysis of supply chain sustainability in the context of global crises
Abstract
in modern conditions, the functioning of supply chains has been threatened by a variety of factors: disruptions in traffic flows, service failures, unpredictable delays and price fluctuations. This casts doubt on the applicability of traditional management practices that have developed in conditions of relative stability. Based on the theoretical and empirical data obtained, the author makes an assumption about the new characteristics of international supply chains that may develop in the near future. These changes relate to both the general approach to the management and functioning of the chains, as well as specific operational solutions needed to adapt to new realities. The presented study provides a comprehensive analysis of structural changes in the system of global supply chains determined by three interrelated factors: the COVID-19 pandemic, the sanctions policy of Western countries and geopolitical instability. The author considers these phenomena as manifestations of the systemic crisis of globalization processes. The paper identifies key problems, analyzes transformational trends, develops predictive scenarios, and formulates practical recommendations for Russian companies.

Allergen-specific immunotherapy – a key driver of growth on the allergen drugs market
Abstract
allergic diseases are a serious public health problem affecting a significant proportion of the population. Their prevalence is increasing due to inadequate diagnosis and lack of effective therapeutic methods, including allergen-specific immunotherapy (ASIT). The aim of the study was to assess the Russian market of allergen preparations used for diagnosis and treatment of allergies, as well as to determine its growth factors and future prospects. Materials and methods: we analyzed domestic and foreign scientific publications, data on sales of pharmaceuticals by DSM Group. Methods of marketing, structural and comparative analysis were applied. Results: The Russian market of allergen drugs shows active growth, with sales volume reaching 257 million packs worth 2.45 billion rubles in 2024.The growth rate exceeds 50% compared to 2017-2019. Herb allergens, household allergens and tree allergens are the most in demand. At the same time, there is a shortage of domestic drugs, which account for less than 15% of the market. Conclusions: The study showed that the allergen market in Russia is actively developing, with the share of ASIT drugs exceeding 90%. However, there is still a shortage of domestic drugs for diagnosis and treatment, which requires attention from manufacturers and government agencies to improve access to effective therapies for allergic diseases.

On the impact of reduced depreciation rates on corporate income tax liabilities
Abstract
the article provides a comparative analysis of the features of depreciation policy in accounting and tax accounting, the economic essence of increasing and decreasing coefficients to depreciation rates. The issues of theoretical justification and practical application of reduced depreciation rates in calculating corporate income tax are investigated. Based on the results of the study, it was concluded that there is no clear mechanism for changing depreciation methods, including when applying reduced depreciation rates. The importance of the organization's accounting policy for tax purposes is shown when applying appropriate depreciation standards, in particular, taking into account the production and technological characteristics of the activity. An assumption is made about the content of possible tax risks.

The integration program of external corporate social responsibility as an innovative strategy of modern management
Abstract
in this article, we consider the impact of the external corporate social responsibility program as a factor in the management strategy of optimal relations with business partners, regional authorities, and employees. Due to the strategy of the external corporate social policy of the social responsibility program, there is an experience of the advantage of socially responsible companies in shaping the company's strategy. Objectives: to consider the problem of corporate social responsibility (CSR) strategy in the development of the modern economy, aimed at improving relations between business and the community. An important element of this relationship is the integration of the goals and objectives of the companies and the management strategy. Methods: when writing this article, the method of analyzing scientific papers and articles by Russian and foreign authors on this topic was used. During the research, various points of view on this problem were taken into account, and a systematic analysis of the issues of working and social relations between the enterprise and society was carried out. The issues of external corporate responsibility were considered in the works of the following scientists: Grigoryan E.S., Zavyalova E.B., Korotkov E.M., Tulchinsky G.L., Adevole O., Biryukova T.I., Veveritsa D.M., Vandenbrook S., Plut H., Erkens J. Romashova K. A. and others. Results: We have considered an innovative approach of such relationships in creating a model of an innovative program for the strategy of external corporate social responsibility. Conclusion: The External Corporate Social Responsibility Program can be considered as an innovative management strategy.

Mechanisms for supporting innovation in the Russian Federation
Abstract
at the moment, innovation is the main key to the development of the state economy. Under sanctions, Russia is forced to develop domestic production, find new ways to develop import substitution. The best way to develop import-substituting goods is innovation, which helps not only to develop the domestic market, but also to produce competitive goods for foreign markets. To accelerate the process of innovation development, the involvement of the state, which will create preferential conditions for innovative companies, is necessary. In this article, the author considers the mechanisms for supporting innovation under sanctions. International sanctions have a significant impact on the Russian economy, highlight the causes and consequences of this policy. In this regard, Russia aims to develop innovative products in order to adapt to the sanctions pressure. The article also considers specific mechanisms for supporting innovation in Russia and an analysis of the effectiveness of some projects. Objective: to identify mechanisms of state support for innovation and analyze the innovative activities of Russia. Methods: when writing the work, the method of analyzing statistical data and scientific literature was used, thanks to which the impact of international sanctions on the Russian economy and the mechanisms of state support that minimize this impact were identified. Results: an analysis of Russia's innovative activities was conducted and effective mechanisms for supporting innovation were identified. Conclusion: based on the results of the study, an analysis of innovative projects of the Russian Federation was conducted depending on the support provided.

Assessing the affordability of a balanced diet in sub-Saharan Africa
Abstract
the population growth in sub-Saharan Africa, global crises, and disruptions to sustainable supply chains create new obstacles to achieving food sovereignty in the region. To assess the scale of the food problem, the tools of the Food and Agriculture Organization of the United Nations (FAO) are mainly used as a key platform for combating hunger. The main indicator of the level of hunger in a country or region is the prevalence of malnutrition. However, this indicator reflects the actual presence or absence of access to food, and does not take into account the quality of nutrition. To assess this factor, the author formulates an index of economic accessibility of a balanced diet and calculates it for sub-Saharan African countries based on data on the actual consumption of key food groups by the population of these countries. The article focuses on a comprehensive examination of sub-Saharan African countries, taking into account their economic characteristics, and divides these countries into four groups depending on the prevalence of malnutrition. The index of economic accessibility of a balanced diet is compared with the prevalence of malnutrition, agricultural parameters of African countries and volumes of food production. An explanation is offered why the index of economic accessibility of a balanced diet takes a certain value in the respective country. The author comes to the conclusion that the index of economic accessibility of a balanced diet complements the prevalence of malnutrition and allows for a more complete analysis of the food situation in a particular country or region.

The intra-corporate tutoring model in shaping business-science partnerships
Abstract
the development of sustainable partnerships between business and science requires more than formal agreements; it presupposes flexible organizational models that facilitate continuous knowledge exchange. One of the underestimated yet promising formats in this context is intra-corporate tutoring. The aim of this article is to explore the essence and substantive dimensions of this model as a mechanism that stimulates competence transfer and strengthens applied cooperation between corporate and academic communities. The literature reveals a differentiation of approaches — from reducing tutoring to informal mentoring without institutional grounding to declarative models of cooperation in the spirit of the “University 3.0” concept, where practical implementation remains under-analyzed. Based on a comparative analysis of case studies from Russian companies, the author concludes that the most effective models emerge at the intersection of corporate educational ecosystems and strategic scientific collaboration, provided there is institutionalized support and space for mutual professional development. The author’s contribution lies in the systematic conceptualization of tutoring as a mediator between corporate development and academic knowledge. Visual content as a key element of marketing communication at universities specializing in design and art
Abstract
in modern conditions of digital transformation of society and the development of visual culture, the study of the role of visual content in marketing communication of higher educational institutions, especially in the field of design and artistic specialization, is of particular relevance. Visual communication is becoming a key tool for attracting the attention of the target audience and creating a unique image of an educational institution. Visual content is a collection of visual elements used to convey information and generate an emotional response from the target audience. The specifics of marketing communication of universities of design and artistic specialization are related to the fact that educational institutions of design and artistic orientation are characterized by the presence of a creative component as a key element of the educational process, the possibility of visual demonstration of learning outcomes, the presence of project activities as the basis of the educational process, a pronounced practical orientation of learning, as well as an interdisciplinary approach to teaching. In modern conditions of marketing communications development, system planning of the visual component is of particular importance. Effective use of visual content requires its systemic integration into the overall marketing strategy of cross-platform interaction, which ensures the coordinated distribution of content through various communication channels. Successful implementation of visual marketing communication requires compliance with the principles of quality, conceptual unity, relevance, interactivity and adaptability of content. Evaluation of the effectiveness of visual content should be based on an integrated approach that takes into account audience reach, engagement, conversion, brand awareness, and audience loyalty.

The concept of perpetual debt: theoretical bases and impact on global economic dynamics
Abstract
the article is devoted to the study of the concept of perpetual debt, its theoretical foundations and impact on the global economy. The relevance of the topic is associated with the growing dependence of economies on debt obligations and the risks of financial instability. The purpose of the study is to analyze the mechanism of functioning of eternal debt and its consequences for public policy. The hypothesis is that, despite the short-term benefits, perpetual debt carries long-term risks. Objectives: 1. To study the historical background of the concept. 2. To analyze the mechanism of functioning. 3. To compare debt strategies of different countries. 4. To identify risks and benefits. 5. To determine alternative approaches to debt management. Methods: literature review, comparative study, statistical analysis, expert interviews. Results: Perpetual debt reduces short-term financial pressure, but leads to an increase in the debt burden and limits the flexibility of fiscal policy. Analysis of international experience shows that successful application requires effective regulation. Strategies for debt restructuring, diversification of funding sources and creation of reserve funds are proposed. Conclusion: It is necessary to revise traditional models of debt financing and implement balanced debt management strategies.

Analysis of key branches of economic specialization of the Republic of Tatarstan and their contribution to technological sovereignty
Abstract
the aim of the study is to analyze the key branches of economic specialization of the Republic of Tatarstan and assess their contribution to the technological sovereignty of the Russian Federation. Methods: the methods of quantitative analysis, comparative assessment and graphical visualization are applied to achieve the aim of the study. The paper analyzes the structure of the regional economy with a focus on petrochemicals, machine-building and IT-sector, assesses the levels of production localization, exports of high-tech products and investments in R&D. Findings: the study analyzes the key sectors of the economy of the Republic of Tatarstan in terms of localization of production, export of high-tech products and investment in R&D. It was revealed that petrochemicals, machine building and IT sector make a significant contribution to Russia's technological sovereignty. This approach allows us to identify the main factors of regional economic development and support its technological autonomy. Conclusions: the identified indicators and methods of analyzing the key sectors of the economy of the Republic of Tatarstan allow not only to describe the current state of technological sovereignty of the region, but also to assess the prospects for its further development. This makes an important contribution to strategic planning and policy formation to ensure technological independence of the Russian Federation, taking into account the economic conditions of a particular region.

The shadows of high-rise buildings: skyscrapers as drivers of gentrification and their role in the transformation of the urban housing market
Abstract
in the context of accelerated urbanization and transformation of urban landscapes, the process of gentrification is becoming a key object of analysis, especially in Russia, where its specificity is determined by post-industrial development, minimal government regulation and class, rather than racial, differentiation. The growth of investments in premium real estate and the redevelopment of industrial zones has contradictory effects: on the one hand, modernization of infrastructure, on the other – social marginalization and loss of identity of districts. Objective: the research aims to identify patterns of gentrification in Russia, analyze their impact on spatial and social structures, and assess the consequences for the sustainability of urban communities. Methods: empirical data, including analysis of the Medicaid database, and social mapping methods were used to achieve the goal, allowing us to visualize changes in the distribution of social groups and their interactions. The results demonstrate that a comparative analysis of Russian and Western models of gentrification has revealed key differences: in Russia, there are conflicts between "new" and "old" residents, whereas in the West the processes are associated with racial segregation. Five models of gentrification in Russia are identified, each of which is characterized by unique socio-economic consequences. The results showed that the construction of skyscrapers enhances agglomeration effects, but at the same time promotes enclavization and disneyification, threatening the integrity of the urban environment. The conclusions indicate that gentrification in Russia is a multifaceted process combining elements of regeneration and marginalization. Its consequences require a comprehensive approach, including the regulation of the real estate market and the preservation of the social identity of the districts.

the article considers the key aspects of economic security of the Kabardino-Balkarian Republic in the conditions of macroeconomic instability. The main indicators of economic security of the region are analyzed, the factors ensuring sustainable development of the republic in modern conditions are identified. Particular attention is paid to the analysis of the structural features of the regional economy, the impact of external and internal threats on the socio-economic situation of Kabardino-Balkaria. The relationships between the level of economic diversification, the development of small and medium-sized businesses and economic security indicators are studied. Based on the conducted research, recommendations are formulated for improving regional policy in the field of economic security, including measures to stimulate investment activity, the development of the agro-industrial complex and the tourism and recreational cluster as priority areas for ensuring sustainable development of the republic. The results of the study can be used by regional authorities in developing programs for the socio-economic development of the Kabardino-Balkarian Republic and forming mechanisms to counter threats to economic security in the context of macroeconomic instability.

The role of an insurance company in the modern healthcare system is to provide financial protection to citizens and organizations from the risks associated with medical expenses. Insurance companies play a key role in the formation and development of the system of compulsory and voluntary health insurance. Thus, insurance companies are an important element of the modern healthcare system, ensuring financial stability and accessibility of medical care for the population. Forecasting marketing trends using artificial intelligence: methodology and practical application
Abstract
in modern conditions of digital transformation of the economy and the rapid development of artificial intelligence technologies, the problem of forecasting marketing trends is becoming particularly relevant. Marketing trends are key indicators of changes in consumer preferences, target audience behavior, and market conditions, which makes forecasting them critically important for making managerial decisions in the field of marketing. The purpose of the research is to develop a comprehensive methodology for predicting marketing trends using artificial intelligence technologies and to demonstrate the practical application of this methodology in modern marketing research. Based on the results of a comparative analysis of the advantages and risks of implementing AI in predicting marketing trends, it is possible to develop a predictive model. The proposed methodology for developing a predictive model consists of a preparatory stage, a stage of development, testing and implementation. Thus, the prospects for the development of the proposed methodology are to analyze trends in the development of modern technologies in the main areas of forecasting technology development, as well as integration with big data technologies such as processing large amounts of data, analyzing unstructured information and using distributed computing. The conducted research confirms that the introduction of forecasting systems based on artificial intelligence is an evolutionary step in the development of marketing analytics, allowing companies to gain competitive advantages through a more accurate understanding of market trends and consumer behavior.

Analysis of the time series of Brent oil prices
Abstract
fluctuations in oil prices are one of the most important factors determining sustainable economic development. Such macroeconomic indicators as economic growth, trade balance, and consumer demand depend on this variable. Forecasting oil prices is a complex task, the solution to which can be implemented using various econometric approaches. One effective approach to solving the oil price forecasting problem is time series analysis. The purpose is to carry out the forecast of prices for a barrel of Brent oil for the period 2014-2025 for the period 2026-2029. Materials and methods: the construction of regression models and the graphical representation of modeling results are implemented in the Statistica software package (v.10), designed for data analysis and statistical processing of open resource data. Results and discussions: a seasonal decomposition of the time series of prices was carried out, it was established that the main component of this series is the trend-cyclical one, while the seasonal factor can be neglected. It is shown that the forecast data obtained using the exponential smoothing model have statistical significance and greater reliability than those obtained within the framework of the moving average autoregression model. Conclusion: it is shown that during the forecasted period of time, the price of a barrel of Brent oil will fluctuate around the average value of $73.

The effectiveness of marketing communications with fans on the example of RPL clubs
Abstract
since the beginning of February 2022, Russian sports, especially football clubs of the Russian Premier League (RPL), have faced serious economic and sporting difficulties due to sanctions. Clubs have lost large sponsorship contracts and the opportunity to participate in European tournaments, which negatively affected income from television rights and prize money, and also reduced fan interest. At the same time, research shows the importance of an effective marketing strategy to attract fans and increase revenue. The purpose of this paper is to analyze the effectiveness of marketing communications of RPL clubs through a quantitative study based on a survey of active fans, using the theoretical framework of the work - a study of the portrait of a football fan by Jaeger J. (2021). The interim results show active use of social networks in the implementation of marketing communications with fans, passive interaction with posts in social networks, and a neutral attitude towards social media draws. Moreover, most fans are not inclined to actively attend football matches at the stadium. It is planned to expand the audience of respondents to obtain representative data, which will help in developing tools to improve the effectiveness of marketing communications of RPL football clubs.

the article reveals a problem of building and implementing a practice-oriented training system for logistics personnel in a modern economy characterized by high dynamics and the need to respond quickly to changes in market conditions. The research focuses on the integration of the educational process with production activities, which allows students to further develop competencies that are in demand by potential employers. The purpose of the article is to analyze the key elements of a practice-oriented education system, including the development of curricula, the organization of internships and internships. The research objectives are to consider the possibilities of involving business representatives in the educational process, as well as the creation of joint educational and research projects based on commercial organizations. the article explores relevant aspects of the application of decision theory in everyday life, where the key challenges are limited access to information, lack of time and a high degree of uncertainty. The authors have developed a hybrid risk and benefit assessment model based on subjective criteria that combines pessimistic and optimistic approaches. Using the example of an analysis of investment decisions (stock selection, profitability assessment, cost management), it is demonstrated how a systematic consideration of factors – from financial performance to personal experience – can reduce potential losses and improve the effectiveness of choice. Special attention is paid to the development of critical thinking skills: the model teaches you to balance caution and ambition, adapting to dynamically changing conditions. The practical significance of the work is emphasized by its integration into educational programs – the proposed tool helps students and teachers to form an informed approach to solving problems in conditions of instability. The article contributes to the popularization of scientific methods by demonstrating how theory is transformed into practical strategies for everyday and professional use. Abstract
in the context of increasing economic instability, crisis planning and management mechanisms are gaining particular importance as tools for enhancing enterprise resilience to external and internal crises. A promising direction in this field is improving the effectiveness of crisis planning through its integration with project management tools. This article presents the structure and content of a conceptual mechanism of crisis planning and project management that aligns with the current economic and intra-organizational conditions of business operation. Purpose: theoretical justification and development of a conceptual mechanism for crisis planning and project management relevant to modern economic and organizational processes. Methods: the study employed methods of bibliographic description, formal logical analysis, synthesis, generalization, graphical visualization, deduction, and induction. Results: a conceptual mechanism for crisis planning and management was developed. Key structural elements and the content of the mechanism were identified, and the logic of their joint application and interaction was built. The integration of crisis planning with project management was substantiated. Conclusion: the proposed mechanism is an integrated management tool with a well-developed multi-level structure that corresponds to modern economic and organizational processes.

The article raises the urgent issue of self-employment as a form of employment for master students studying in training areas related to the pharmaceutical industry. The involvement of undergraduates in projects implemented in the departments of pharmaceutical companies is presented as one of the tools to increase the competitiveness and independence of future specialists. The substantiation of the positive impact of the development of entrepreneurial competencies of students on their professional future is given. The initiatives of the St. Petersburg University of Chemistry and Pharmacy aimed at developing students' activities in the development of innovative products and youth entrepreneurship are considered. The purpose of this study is to consider the prospects of organizing self-employment of master studentsin projects of pharmaceutical companies' divisions. Methods: the method of analysis of normative documents and legal acts, scientific literature of domestic and foreign databases was used. Results: the key concepts related to self-employment are identified, the characteristics of current problems are presented, which make it possible to identify the specific features of training and employing pharmaceutical personnel as self-employed in the modern labor market, and the ways and means of possible cooperation between pharmaceutical companies and master students are described. The results obtained can be used both in the development of educational programs and in the strategic planning of the activities of pharmaceutical companies' divisions.

Use of national games as a means of education and introduction to sports
Abstract
increasing interest in physical education and sports, and the number of people involved in sports is a national goal of the Russian Federation, defined in the main directions of the country's economic and social development for the coming years until 2030. The task of increasing the number of citizens engaged in physical culture and sports must necessarily be implemented taking into account such an instrument as the national Games. The positive effect can be considered on the example of the Tatar holiday Sabantuy, which the Republic of Tatarstan has successfully maintained and carefully preserved for centuries. It should be noted that the interest in holding the Sabantuy holiday is constantly growing. And it is not only in Tatarstan that this holiday is held. Purpose: to identify, using the example of the Tatar Sabantuy holiday, ways to introduce national games into the process of educating the younger generation through educational processes and mass sports. Methods: observations, methods of analysis and synthesis, comparisons, generalizations. Results: in the course of the work, it was concluded that against the background of the active spread of Tatar folk games, using the example of the Sabantuy holiday, which is held not only in Kazan, the capital of the Republic of Tatarstan, but also in dozens of Russian cities, in countries near and far abroad, it became necessary to integrate Tatar games into educational programs. physical education and sports programs. This will have a general impact on the upbringing of the younger generation, on the national component of Tatarstan. The impact of western sanctions on the development of the Agro-Industrial Complex in southern Russia in the 2020s
Abstract
this article presents a comprehensive analysis of the adaptation processes in the agro-industrial complex of key agricultural regions of Russia under the sanctions imposed during 2020-2024. The study covers ten strategically important regions, with special emphasis on the Rostov Region as a leading agricultural area. Technological, organizational, and institutional innovations are examined as responses to external challenges. The methodological approach is based on systems analysis using an interdisciplinary toolkit combining economic geography, regional economics, and innovation theory. A set of complementary methods was employed: comparative-geographical analysis, statistical analysis, content analysis of regulatory documents, structural-functional, and typological analysis. Regional characteristics of adaptation strategies in the agro-industrial complex were identified, and the effectiveness of state support measures for the sector was assessed. The study demonstrates that sanctions pressure stimulated import substitution processes and the search for innovative solutions based on domestic developments. This research contributes to understanding the mechanisms of regional agro-industrial systems’ adaptation to external shocks and can serve as a basis for developing differentiated development strategies for the agro-industrial complex across various types of regions.

Energy-saving technologies in the construction industry: digital approaches to implementation and efficiency assessment
Abstract
the modern Russian construction industry faces an important task – reducing the energy intensity of buildings and increasing their environmental sustainability. Energy saving is becoming a priority in construction, which is driven by both global trends and internal challenges, including cost reduction and compliance with environmental standards [4]. One of the most important tools for achieving this goal is digital technologies, which make it possible to effectively implement energy-saving solutions and evaluate their effectiveness. The article discusses digital technologies that contribute to energy conservation in the organization of construction: building information modeling, smart building management systems, the Internet of Things, digital twins, blockchain, project management software, big data analytics and artificial intelligence, 3D printing and modular construction. They aim to increase energy efficiency, optimize resources, and improve building management at all stages of their life cycle. The study showed that among the main barriers hindering the introduction of digital technologies into the construction industry, contributing to energy conservation, are the lack of machine-readable data and their poor quality, the use of information modeling technology, which makes it difficult to train neural network models, insufficient qualifications of specialists and their shortage, dependence on imported software. Appropriate recommendations have been proposed to address these issues.

Influence of cross-cultural differences on project management in construction
Abstract
the context of globalization in the construction industry, cross-cultural management is becoming a key factor for the successful implementation of international projects. This article presents an improved economic-mathematical model that takes into account cultural distance, team adaptability, communication effectiveness, and time costs. The model is based on a modified production efficiency function with nonlinear dependencies between cultural factors and project performance indicators. An experiment involving 12 international projects demonstrated that optimizing cross-cultural parameters reduces implementation timelines and increases profitability. The scientific novelty lies in the multifactorial approach to assessing cultural influence.

Experience of disqualification of countries from international competitions in world football
Abstract
in this article, the author conducts a comprehensive analysis of the practice of disqualification of national football federations from international competitions. The study covers historical precedents, legal grounds, procedural mechanisms and consequences of such sanctions. Based on a comparative analysis of cases of disqualification of South Africa, Yugoslavia, Kuwait, Russia and other countries, the patterns of application of this practice, as well as its effectiveness as a tool of influence, are revealed. According to the author of this article, the results of the study demonstrate the duality of the consequences of disqualifications: on the one hand, they stimulate reforms in national football structures, on the other hand, they negatively affect the development of sports in the disqualified countries. The presented article presents the characteristics of the experience of disqualification of countries from international competitions in world football. Objective: author's analysis of international experience of disqualification of countries from international competitions in world football. Methods: analysis, synthesis, deduction and induction, historical, logical and systemic approaches, as well as methods of statistical and monographic research. Results: the study conducted by the author demonstrates the evolution of the practice of disqualification of national federations from international football competitions: from predominantly politically motivated sanctions to a comprehensive tool for ensuring compliance of national football structures with international management standards. Conclusion: as a result of the study, the experience of disqualification of countries from international competitions in international football was analyzed.

Development of entrepreneurship in the field of production of personal protective equipment oriented to the market of the State Corporation Rosatom
Abstract
the market of personal protective equipment (PPE) is one of the most important segments in ensuring the safety of workers in various industries. In recent years, this sector has demonstrated steady growth due to the tightening of labor safety requirements, the development of a labor protection culture and increased awareness of employers about the need to provide employees with high-quality PPE. The Atomsiz Group of Companies is an example of a successful enterprise in this industry, whose activities cover the production, sale and implementation of innovative solutions in the field of personal protective equipment. The presented article describes the features of the development of entrepreneurship in the field of production of personal protective equipment oriented to the market of the State Corporation Rosatom. The purpose of the study is to analyze the development of entrepreneurial activity of the Atomsiz Group of Companies in the field of production of personal protective equipment aimed at the Rosatom State Corporation market. Methods – in the process of working on the article, the author used methods of system and statistical analysis to assess the level of development of entrepreneurial activity in the Atomsiz Group of Companies, a comparative approach, induction, deduction, tabular and graphical interpretation of the collected information, economic analysis, scenario approach, etc. Results: in the process of the author's research, it was found that the key factors in the success of the Atomsiz Group of Companies were a deep understanding of the specific needs of the nuclear industry, flexibility in adapting to changing requirements, investments in research and development and digitalization of business processes. Conclusion: The company's experience shows that even in such a specific and highly competitive segment as providing PPE to nuclear industry enterprises, Russian business is able to create effective entrepreneurial models that ensure not only commercial success, but also a significant contribution to solving important industry problems to ensure personnel safety.

New tools to stimulate innovation in autonomous transport for economic growth
Abstract
the article examines modern approaches to stimulating innovations in the field of autonomous transport and their impact on balanced economic growth. Quantitative estimates are given: it is expected that by 2035 the share of self–driving cars in Russia will exceed 25%, and by 2042 - 80%. It is shown that the introduction of autonomous transport can annually bring an economic effect of up to 4.6 trillion rubles (?3.1% of Russia's GDP) by reducing accidents, increasing logistical efficiency and increasing productivity. Methods: statistical methods of market analysis, quantitative assessment, analysis, synthesis, deduction, induction, and software are used as methods in the presented study. Findings: The study identifies the challenges of developing innovative infrastructure, including the need to invest ~1.5 trillion rubles in smart road infrastructure by 2035, localize technologies worth 250-390 billion rubles, and improve the regulatory framework. New incentive tools have been proposed: experimental legal regimes for drones, public-private partnerships in the creation of landfills and logistics corridors, tax incentives and subsidies for research and development. The scheme of the ecosystem of autonomous transport innovations, including the government, business, scientific and educational sector and consumers, is presented. Conclusions: with a comprehensive government policy and the development of an innovative environment, autonomous transport can become a driver of balanced economic growth, increasing transport accessibility by 15-20%, reducing logistics costs to 30-40% and stimulating related high-tech industries.

Systematization of priority support measures for participants in investment and construction activities
Abstract
the article touches upon the topical issues of priority support measures for participants of investment and construction activities. Their goals and the nature of their implementation predetermine their division into: anti-sanctions, stimulating, strategically oriented, and operational measures. Long-term measures designed to give anti-crisis character to investment and construction activities are based on administrative measures. Their implementation efficiency increases manifold in the conditions of introduction of information modeling technologies and digitalization of investment and construction processes. New rules and conditions require adequate competencies and, consequently, the creation of a new mechanism for continuous professional education. Synchronization in time and mutually coordinated development and implementation of a set of measures in conditions of participation of all subjects of investment and construction activity will ensure their unified strategic orientation and acceptability as a basis for effective use of the.

Analysis of regulatory initiatives of supporting financial innovations and recommendations for working with startup
Abstract
the article presents a comprehensive analysis of modern approaches to regulating the fintech industry internationally and develops practical recommendations for creating an effective support system for fintech startups in the Russian Federation. Objective: to identify optimal regulatory and financial mechanisms that foster innovation in the financial sector while ensuring market stability and consumer protection. The main tasks included: a comparative analysis of regulatory models (China, UK, EU, USA) and the experience of leading fintech companies (Ant Group, Revolut, Chime, Nubank); an assessment of existing state support measures for startups in Russia; and the development of a detailed "regulatory sandbox" model as a key tool for stimulating innovation. Methods: The methodological basis comprised institutional, comparative legal, and economic analysis methods. Results: comprehensive sandbox model, including participant selection criteria, benefits (tax, regulatory, administrative, financial), consumer protection mechanisms, exit stages, as well as an assessment of necessary funding and expected economic effects (growth in the number of startups, investment inflow, job creation). Recommendations for financial (grants, concessional lending, stimulation of venture investments), regulatory (licensing simplification, legal regulation of digital assets) and educational measures (improving financial literacy, integrating fintech into educational programs) were separately developed to foster a favorable innovation ecosystem. Conclusion: based on the results of the study, the practical significance of the work lies in the applicability of the proposed mechanisms by government authorities (Bank of Russia, Ministry of Economic Development) and development institutions (Skolkovo, RFRIT) when developing and improving policies to support fintech innovations, as well as by fintech startups when planning their activities in a regulated market.

Principles and fuctions of enterprise restructuring
Abstract
this article is devoted to clarifying the content of the process of structural transformations at the microeconomic level. The purpose of this study is to clarify the basic principles and functions of industrial enterprise restructuring. To achieve this goal, the scientific literature was summarized, and the practice of restructuring Russian metallurgical companies was also considered. In the process of research, methods of theoretical and general scientific knowledge and structural analysis were used. The need to take into account new relationships in qualitative changes in the structure of an organization that is in the process of constant renewal is shown. In this regard, when implementing production, managerial, organizational, legal and other transformations, it is important to take into account the principle of dynamic restructuring. Special functions of restructuring have been identified, to which insufficient attention is shown in the scientific literature. The conclusions are substantiated that clarifying the principles and functions of restructuring, as a reliable tool for bringing an enterprise out of a crisis situation, in the conditions of counter-sanctions, makes it possible to specify the purpose and objectives of structural reforms at the microeconomic level, and to determine the most effective directions for their implementation.

Current state of the problem of business modeling of fuel companies
Abstract
the article presents the results of the analysis of the current state of the problem of applying the concept of business modeling in fuel companies. The analysis is carried out in two broad planes - foreign and domestic scientific research published in the period from 2020 to 2024, as well as the experience of the largest domestic fuel companies in terms of profit. The following sources of scientific information were used as the information base for the study: Google Scholar, ResearchGate, DisserCat and eLibrary. Results: the results of the analysis allowed us to conclude that the problem of applying the concept of business modeling in fuel companies is not given enough attention by the modern scientific community. However, despite this fact, we can state the positive dynamics of the number of publications in recent years, which, firstly, indicates an increase in the level of relevance of the problem, and secondly, is due to the needs of modern fuel companies, which are forced to operate in a turbulent external environment. Conclusions: the development of a competent business model is a key factor in the sustainable strategic development of modern fuel companies and an effective tool for responding to any external challenges, which allows us to conclude that current scientific research on this issue is of great practical importance.

The concept of "Quality of life" and various approaches to its assessment
Abstract
improving the quality of life of the population has been one of the main priorities of the state socio-economic policy for many years. However, the question of how it is expressed and the methods of measuring it has long been controversial. On January 1, 2025, the implementation of the new national project "Long and Active Life" begins in Russia, the planned budget of the project will be 2.25 trillion rubles, the implementation period is until 2030, the project itself includes 11 federal projects. The main goal of this project is to increase the average life expectancy to 78 years by 2030, and to 80 years by 2036. In addition, such priority tasks as the development of nuclear medical technologies, the fight against cardiovascular diseases and the training of new medical personnel are set. Objective: this scientific article is devoted to the consideration of the concept of "quality of life" and its comparison with similar terms, as well as to the study of methods for assessing the quality of life and the position of Russia in comparison with the rest of the world. Methods: in the course of the scientific study, information from publications and works of authors dealing with the topic under consideration was aggregated, various approaches to assessing the "quality of life" were studied and considered. Results: the study showed the presence of a predominantly synonymous and complementary nature of the relationship between the concepts of "quality of life", "well-being", "life satisfaction" and "happiness". A comparative analysis gave ambiguous results regarding the assessments of the "quality of life" in Russia using different methods. Some estimates indicate a high level of quality of life in Russia, others show average estimates, and others show low estimates. Conclusion: the issue of improving the quality of life of Russians continues to be relevant today, and the estimates obtained can provide important information about sectors that require more attention from the state.

Institutional determinism in the strategic design of biopharmaceutical cluster systems at the regional level
Abstract
the article is devoted to the study of the role of cluster-oriented policy in the development of the Russian pharmaceutical market, special attention is paid to new territories (DPR, LPR, Kherson and Zaporozhie regions). The relevance of the work is due to the socio-economic importance of the pharmaceutical sector, which provides the medical and biological potential of the population and requires government regulation to minimize the risks of drug shortages. The purpose of the study is to analyze the institutional factors of the formation of pharmaceutical clusters in the Russian Federation, operating within the framework of government support programs. Clustering mechanisms are considered, including the integration of scientific, industrial, and infrastructural elements to generate innovation. Special attention is paid to the methodology of the Ministry of Industry and Trade of the Russian Federation, which interprets the pharmaceutical cluster as a polycentric structure combining R&D laboratories, production hubs and educational institutions. The key problems of cluster development are identified: technological deficit, imbalance of regulatory measures and weak continuity between scientific developments and their commercialization. Optimization methods are proposed, including the creation of specialized territorial zones, the promotion of public-private partnerships and the adaptation of foreign practices. The potential of pharmaceutical cluster formation in the DPR, where production facilities and research centers have been preserved, is being investigated separately. The necessity of reducing the fiscal burden and integrating local enterprises into the all-Russian pharmacoeconomic system is substantiated. The cluster model is considered as a tool for increasing the competitiveness of the industry through the synergy of government, business and science, which is especially important in the context of import substitution and sanctions pressure.

Economic efficiency of implementing innovations in the real sector of the economy
Abstract
in the context of accelerating digital transformation, external economic restrictions and increasing competition, the implementation of innovative technologies in the real sector of the economy is becoming especially relevant. The real sector, including industry, agriculture and construction, remains the key basis for economic growth and employment, but faces problems of technological backwardness, aging production capacities and insufficient investment attractiveness. Objective: to analyze the level of economic efficiency of implementing innovations in the real sector of the economy, to identify factors that contribute to or hinder their successful implementation, as well as to develop practical recommendations for increasing innovation activity at the regional and industry levels. Methods: Rosstat data, financial statements of enterprises, analytical materials of international organizations and the results of expert interviews were used. Time analysis, comparative analysis and calculation of key performance indicators were also used. Of the qualitative methods, content analysis of documents and the case method were used. Results: the study showed that the introduction of innovations in industry (including Industry 4.0 technologies), agriculture (precision farming, automation) and construction (BIM technologies, energy-efficient solutions) can significantly increase labor productivity, reduce costs, improve product quality and increase the competitiveness of enterprises. Calculations of key performance indicators – ROI, NPV, IRR and payback periods – confirm the high economic feasibility of investments in innovations, subject to competent project management and the availability of appropriate infrastructure. Conclusions: however, limited access of small and medium businesses to financing, shortage of qualified personnel, weak coordination between science and production, as well as bureaucratic obstacles in obtaining state support remain a significant barrier. Based on the data obtained, measures were proposed to develop innovation clusters, simplify procedures for obtaining financial support, etc.

Application of gender analysis for assessing labor productivity
Abstract
the aim of the study is to find the interdependence of labor productivity and gender inequality in regional labor markets using gender analysis tools. Methods: the methods used in the presented study are statistical methods for assessing labor productivity and forms of gender inequality. Findings: to determine the nature of the interdependence of labor productivity and gender inequality, tables were compiled with leading and outsider regions in terms of GRP per 1 employed person. Each region was assigned a place in three ratings characterizing the following forms of gender inequality: gender gap in employment, level of industrial segregation, gender gap in wages. The presented ratios made allow to identify the interdependence of labor productivity and gender inequality in the Russian regions. Conclusions: the established interdependence of labor productivity and gender inequality makes allows to adjust the tools and methods for achieving the task of increasing labor productivity, focusing on the need to improve the efficiency of using male and female labor resources.

Improvement of supervisory mechanisms in the Russian banking sector based on new methodological approaches of BCBS
Abstract
the study is devoted to a comprehensive analysis of the possibilities of improving the regulatory framework of the Russian banking sector through the prism of modern methodological approaches developed by the Basel Committee on Banking Supervision (BCBS). In the context of globalization of financial markets and increased international integration, the harmonization of Russian regulatory mechanisms with international standards of banking supervision is of particular relevance. The central place in the study is occupied by a comprehensive analysis of the evolution of the Basel agreements, including a consistent study of the Basel I, Basel II and Basel III standards, each of which has made a significant contribution to the development of global practice of banking regulation. The work pays special attention to the comparative analysis of international and Russian standards of banking business, which allows to identify key differences in approaches to regulation, determine areas of potential improvement of the domestic regulatory framework and assess the possibilities of adapting advanced international practices to Russian conditions. The study is aimed at finding optimal ways to modernize the banking regulation system in Russia, taking into account the specifics of the national financial market and the need to comply with international standards of banking supervision. The results of the work can contribute to increasing the efficiency and sustainability of the Russian banking system in the context of global economic challenges.

Improving tools for predicting agricultural development: a combination of recurrent neural networks and multiple regression for regional analysis
Abstract
the article considers the urgent task of improving the accuracy and objectivity of forecasting the economic dynamics of the agro-industrial complex at the regional level. An algorithmized methodological approach developed by the author for combined medium-term forecasting of agricultural development indicators based on the combined use of recurrent neural networks (RNNW) with long-term short-term memory architecture (LSTM) and methods of correlation and regression analysis is presented and tested. The study was conducted on the example of the agro-industrial complex of the Kaliningrad region using statistical data for the period from 2000 to 2023. The advantage of the proposed approach is substantiated in terms of the limited statistical base and the relative simplicity of predictive calculations compared with traditional methods. The work details the stages of building a neural network model and multiple regression models for key indicators of agriculture and gross regional product. The analysis of the results revealed the polarization of the forecast estimates obtained by various tools, which allows for a more comprehensive understanding of possible development trajectories. The effectiveness of using a neural network apparatus for predicting the regional and sectoral dynamics of the agro-industrial complex is proved even with a limited amount of historical data. Conclusions about the expediency of using a combined approach to complement forecasts and increase their validity are formulated, as well as directions for further research are outlined.

Competitiveness of construction organizations: forecasting problem
Abstract
in the current economic conditions in Russia, there is a serious competition among construction organisations for buyers of flats, houses and commercial real estate, as the number of construction companies is increasing every year, and also due to the rapidly changing demands of buyers. The ability to anticipate changes in the competitive environment allows companies to develop effective development strategies, optimise resources and successfully adapt to market challenges. The purpose of the study is to identify the problems of forecasting. The subject of research in the article is the forecasting of the activities of construction organisations to improve their competitiveness. The system approach, deduction and induction, and synthesis were used. Problems of forecasting are considered and defined. Results: Methods of forecasting the real estate market and factors of competitiveness of construction organizations are determined. Conclusion: based on the results of the study, forecasting problems were identified.

Outsourcing as a promising tool for the pharmaceutical industry
Abstract
in the context of global economic turbulence and increasing competition, pharmaceutical companies are intensifying their search for innovative methods to streamline operations and develop human resources. In this context, outsourcing technology is becoming particularly important in the Russian business environment. Large pharmaceutical market participants, focusing on reducing operational risks and meeting personnel requirements, increasingly consider outsourcing as a strategic business model that reduces costs and demonstrates pronounced anti-crisis adaptive potential. This modern management concept forms an innovative strategic development trajectory based on the fundamental principles of concentrating internal resources on key competencies (optimizing activities in the areas of maximum efficiency of the company) and transferring non-key functions to specialized external contractors capable of performing them with higher efficiency and economic efficiency. The purpose of this study is a comprehensive analysis of outsourcing as a management tool, to study the specifics of its use in the pharmaceutical industry and to identify potential areas of transformation of business models of organizations under its influence. The tasks include identifying key motivators and barriers to outsourcing in pharmaceutical production and distribution, assessing its impact on operational and financial efficiency, and modeling scenarios for the evolution of companies' business architecture. The practical significance of the study lies in the consideration of scientifically based recommendations for the adaptation and optimization of outsourcing strategies to increase the competitiveness and sustainability of pharmaceutical organizations in an unstable economic environment.

The role of small and medium-sized businesses in the structure of the regional sectoral economy
Abstract
in the context of rapid transformation of the economic environment and the need to increase the sustainability of regional systems, the role of small and medium-sized businesses (SMEs) as one of the key factors in socio-economic development is becoming increasingly important. Objective: to study the influence of small and medium-sized businesses on the formation and evolution of the sectoral structure of the regional economy. Methods: the analysis covers the period from 2019 to 2024 and is based on official statistics, materials of regional authorities, as well as the results of expert interviews with representatives of business and organizations of the entrepreneurship support infrastructure. Results: it was found that SMEs occupy a significant place in the regional economy, providing employment for over 210 thousand people and forming about 28% of the gross regional product. Small businesses are represented in all major sectors of the economy – trade, manufacturing, construction, services, agriculture and information technology. However, its development faces a number of significant barriers: limited access to financing, administrative obstacles, a shortage of qualified personnel and insufficient digitalization. The paper examines government support measures implemented at the federal and regional levels, including preferential lending, tax incentives, grant financing and development of support infrastructure. It is noted that despite certain successes, these measures require further improvement in order to increase their accessibility, transparency and targeting. Conclusions: the need for a systematic approach to the development of the entrepreneurial environment is emphasized, including deepening interaction between business, government and the scientific community, as well as modernization of government support mechanisms.
