Abstract
with the development of internationalization around the world, international cooperation in higher education has become an inevitable trend of higher education. The Belt and Road Initiative proposed by China in 2013 has provided new opportunities for the development of internationalization of higher education in China. Under this initiative, China-Russia cooperation in higher education has achieved significant results. However, the complex and constantly changing international environment, the low level of cooperative education and the uneven distribution of its disciplines all pose challenges to the formation of stable cooperation between the two countries in higher education.
