Problems of execution of russian constitutional court rulings
Abstract
The author analyzes the norms of the Federal Constitutional Law «On the Constitutional Court of the Russian Federation» and the relevant judicial practice. The study is aimed at identifying the current problems of execution of rulings of the Constitutional Court of the Russian Federation. The author also considers the term "legal position of the Constitutional Court of the Russian Federation" and offers its definition.
On constitutional and legal status of central bank of russian federation
Abstract
The article considers the current legal views and law enforcement opinions about the constitutional and legal status of the Central Bank of the Russian Federation. The study proves a need for enshrining in the current Russian legislation legal persons of public law for a limited number of organizations actively involved in economic relations by their performance of public functions.
Executive power in subjects of russian federation: a study of volga federal district
Abstract
The article considers the legal basis for the organization of executive power in the republics of the Volga Federal District and the procedure of the formation of executive bodies of the republics in question. The author studies a number of relevant extracts from the constitutions of the republics on the formation of the supreme executive body of a subject.
Activities of the council of federation of the federal assembly of the russian federation: peculiarities and critical issues
Abstract
This article considers the peculiarities and critical issues of the activities of the Council of Federation of the Federal Assembly of the Russian Federation. The author analyzes the legal basis, the procedure of the formation and composition of the Council of Federation, the problem of age limit of the Council members. The study shows and explains the limitations in powers of the Council of Federation in the adoption and consideration of draft laws compared with the State Duma.
Constitutional justice and legal nature of decisions of constitutional (regional) courts of russian federation subjects
Abstract
The article considers the role of constitutional justice and the legal nature of decisions of constitutional (regional) courts. The author analyzes the relevant provisions of the current Russian legislation and the views of Russian legal scientists. A conclusion is made on the interpretative nature of the decisions of constitutional (regional) courts aimed at clarifying of the current laws, not creating new ones. Therefore, these decisions cannot be equated with normative legal acts.

Transport police as a part of Russian ministry of internal affairs
Abstract
Reforming of the Ministry of Internal Affairs of the Russian Federation, based on the Federal Law of 07.02.2011 «About Police», was aimed at a total transformation of the bodies of the Ministry of Internal Affairs. The article considers the role of transport police in the new structure of law enforcement authorities of Russia. The study is based on the analysis of the current Russian legislation: federal legislation, departmental orders and statistical data on traffic police activities.
