The article substantiates the fallacy and illogicality of using the term «collective West» in Russia and the political and legal expediency of replacing it with the author’s construct «collective West». The demand for the use of such new terms as «natural world majority» or «community of actors of sovereign statehood» in legal and political science is argued. The essential difference between Western aggressive-monetary and Russian original civilizations is highlighted, as well as the need for widespread promotion to leadership positions of truly state-oriented, patriotic and competent personnel, who are de facto guided by the imperative of realizing Russia’s national interests and ensuring its national security through the use of innovative , effective and proactive approaches.

The scientific heritage and ideas of the outstanding Russian scientist of the twentieth century A.L. Chizhevsky, his unusual life, filled with amazing research and discoveries in various fields of science and techniques attract the attention of scientists today. For many years, he suffered in exile, but still found the will to return to an active life and continue to engage in science, poetry and painting. His scientific innovations continue to excite the minds of scientists, cultural figures, artists, and concerned members of the intelligentsia. This occurs thanks to the careful preservation of the memory of the life and work of the scientist. A monument to him stands today in Kaluga, and a city street is named after him. Among the various types of negative environmental impacts, atmospheric air pollution occupies a special place. The atmosphere is the most dynamic and very specific natural environment with a number of features. The spread of pollutants in the atmosphere can have a global scale. The negative impact of pollutants on living organisms is most rapidly and acutely manifested through atmospheric air. Once in the atmosphere, impurities can both directly have a negative impact on humans, animals and plants, and indirectly through water and soil pollution. Taking into account the above, special attention is paid to the protection of atmospheric air in the Russian Federation. At the same time, air pollution forecasting plays a big role. Making short-term forecasts of pollution of the surface layer of atmospheric air allows you to take the necessary measures in time and minimize the negative effects of pollution, which is especially important during the onset of adverse meteorological conditions. A close relationship between the accumulation and spread of impurities in the atmosphere and individual meteorological elements, as well as their combination and certain meteorological conditions, was established in the last century. Knowledge of the patterns of entry, dispersion, transfer, leaching and transformation of pollutants in the atmosphere, depending on the parameters of solar radiation, the thermal regime of the lower atmosphere, air humidity, precipitation regime, wind parameters allows you to make high-quality and reliable forecasts of air pollution and the onset of particularly adverse meteorological conditions.
