Совет национальной безопасности США при Дональде Трампе: наследие и современные особенности

Аннотация

В статье подробно рассматривается современное четырёхуровневое организационное устройство системы Совета национальной безопасности (СНБ) США в начале второго срока президентской деятельности Дональда Трампа. Такая эффективная система может представлять интерес и для российских внешнеполитических ведомств. В статье показывается, что, несмотря на негативное отношение к президенту-демократу Б. Обаме, Д. Трамп во время первого срока сохранил его реформу по слиянию аппаратов СНБ и Совета внутренней безопасности в единое целое. В начале же второго срока он ещё и объединил оба совета в единый орган. Унаследованный от предшественников-демократов многочисленный аппарат СНБ трамписты сочли проявлением враждебного им «глубинного государства». Соответственно, был взят курс на значительное сокращение численности его аппарата, уменьшение его роли во внешнеполитическом процессе и, как следствие, увеличение роли Государственного департамента и Министерства обороны.
