REVISITING THE MANDATORY REQUIREMENTS DURING THE IMPLEMENTATION OF REGIONAL STATE CONTROL (SUPERVISION) FOR COMPLIANCE WITH ARCHIVAL LEGISLATION IN THE RUSSIAN FEDERATION: BY DISCUSSION

The legal aspects of the of mandatory requirements application during the implementation of regional state control (supervision) for compliance with archival legislation in the Russian Federation are considered. This issue is being discussed for the first time in periodicals.



Retention schedule as archival storage organization basis for documents created in the field of science and higher education in Russia and other CIS countries
Resumo
The practice of retention schedules drafting for documents created in government bodies and their subordinate organizations’ activities in the USSR, Russia and other CIS countries is considered, using the example of retention schedules for documents created in the field of science and higher education. A classification of retention schedules used in the CIS member states, resulting from the present analysis, is proposed. The feasibility of using the List of documents created in the Ministry of Science and Higher Education of the Russian Federation and its subordinate organizations activities, with identified retention periods (2023) as a basis for similar lists drafting in other CIS countries is justified.



Problems of Updating the Terminological Standard for Recordkeeping and Organization of Archives

The results of VNIIDAD’s activities on reviewing the national standard “System of standards on information, librarianship and publishing. Recordkeeping and organization of archives. Terms and definitions” are considered. The need to update the name of the standard, which was not adopted in the first edition of the project, is substantiated



Methods for Records Management Audit Holding
Resumo
The methods for records management audit holding are analysed and systematized. Such methods as analysis and data collection (interviewing, questionnaires, surveys and observation) are considered.High risks during human observation are noted and the possibilities of process mining and task mining technologies usage are highlighted. The role of analysis for results of data collection summarizing is emphasized.



Revisiting the further development of state archives organizational forms
Resumo
The results of the transformation of state archives into state, budgetary, autonomous institutions during the implementation of the Federal Law dated May 5, 2010 N 83-FZ are considered. The ways to develop archives state management at the level of the Russian Federation and its constituent entities, including to solve the problem of federal and municipal property documents safety are analyzed.

Archival Fonds of Personal Origin as an Authentic Information Source
Resumo
A source analysis of documents included in the funds of personal origin is presented, the value of these documents for an objective representation of history is justified. The emergence and development of studying methods for funds of personal origin in Russia and abroad are considered. The experience of teachers and students of Department of Information Support for Management and Production, Penza State University, confirming the conclusion about the documents included in the funds of personal origin as sources of authentic information is presented.



Besieged Leningrad’s citizens diaries as a historical source (specificity of genre, form, content)
Resumo
A source analysis of the siege diaries, and their significance as a historical source are presented. The features of the siege diaries, their uniqueness and difference from other documents of personal origin during the war are highlighted. Attention is drawn to the special place of the siege diary in the cultural memory of Leningrad – Saint Petersburg.

About Archivists Professional Education and Training in the FRG
Resumo
The procedure of archivists professional training in the educational system of the Federal Republic of Germany is considered. The urgency of problems related educational programs adapting to the rapidly changing reality, namely the active digitalization of records management and archiving in Germany is highlighted. All possible education for archivists consecutively are considered: secondary specialized education, bachelor’s and master’s degrees. The conditions of admission to each program of study, as well as the curriculum, the final certification form, opportunities for practical training and acquired in the course of study competences are presented.



Scientific Seminar 'Document Management in the Digital Environment' Dedicated to the 85th Anniversary of Professor Valery Sergeevich Mingalev
Resumo
On March 13, 2024, representatives of the All-Russian Research Institute of Document Management and Archiving (VNIIDAD) took part in a meeting of the permanent scientific seminar “Document Management in the Digital Environment” on the basis of the Department of Automated Document Management Systems (AS DOU) of the Historical and Archival Institute of the Russian State Humanitarian University (IAI RSUH). The next meeting of the seminar was dedicated to the 85th anniversary of Professor Valery Sergeevich Mingalev, a scientist, teacher, mentor, who made a significant contribution to the development of document management as a scientific discipline.
