Interview of Academician of the Russian Academy of Sciences G.V. Osipov to the Magazine 'Representative Power'
Abstract
The interview presents the idea of the Social Megaproject of the 21st century 'United Eurasia: Trans-Eurasian Development Belt (TEBD) — Integral Eurasian Transport System (IETS) to create a new infrastructure matrix of Russia, including all regions of Russia in the techno-industrial and sociocultural order of the next generation and ensuring the formation of a new pole of production of public wealth in the global economy.



Large-Scale Changes in the Development of Human Civilization and the Social Megaproject of the XXI Century
Abstract
The article analyzes the current problems caused by the sharp aggravation of the confrontation between the collective West and Russia and a number of other equally important changes and processes that form the current critical state of uncertainty about the fate of mankind. Collectively, all these changes are included as integral components in the process of transition of human civilization from industrial to electronic-digital, with its corresponding social reality. Based on the results of scientific understanding of the global problem of mankind, scientists come to a number of conclusions and form concrete proposals within the framework of a Social Megaproject of the XXI century based on the principles of the 'United Eurasia' model. Justifications are given for the need to create, under the leadership of permanent members of the UN Security Council, an 'International Center for Infrastructural Integration' (ICI) with the task of developing a theory of certainty with the inclusion of an algorithm for scientific management of human civilization.



The main provisions of the concept of the social megaproject of the XXI century “United Eurasia: Trans-Eurasian Development Belt (TEPR) — Integrated Eurasian Transport System (IETS)”
Abstract
The relevance of developing the Concept of a Megaproject involving the creation of an Integrated Eurasian Transport System (IETS) connecting sea and land terminals on the eastern and western borders of Russia is determined by Russia’s national interests in the 21st century, reflected in the strategic guidelines of international and domestic policy. The article presents the main provisions of the concept of the Megaproject, analyzes its geopolitical and geo-economic significance, taking into account the current transition to a multipolar world order and the aggravation of contradictions between the main players in the international arena. An assessment of the economic efficiency of the Megaproject and its importance for the global economic recovery is also given, probable sources of financing and possible organizational forms of its implementation are given.



Creation of a Geopolitical-Level Transport System in Russia as a Driver of Spatial Socio-Economic Development
Abstract
The article analyzes the prospects for creating a new transport system at the geopolitical level, which is a critically important task not only for the coming decades, but also for the very near future. Russia’s active participation in the 'transport redistribution of the world' will make it possible not only to create new elements, but also to radically modernize existing nodes of the transport system. The implementation of the ideas of the Social Megaproject will ensure a southern breakthrough of the trade blockade of Russia, organized by the West because of its own. Modernization of the transport system according to the Megaproject scheme will avoid increasing dependence on the unfriendly policies of neighboring countries in the field of logistics. Unjustified slowness in the deep modernization of the Russian transport system threatens an inevitable rollback to the periphery of the global development of the entire economy of the country, the most important social programs for the Russian population. Indicative indicators of financial and economic justification and model calculations, the economic effect of the increase in tax revenues during the construction and operation of the Integrated Eurasian Transport System and the Trans-Eurasian Development Belt are given, which will determine the development of a number of high-tech industries in Russia, connectivity of the territories of the Russian Federation and improvement of economic interaction between regions, etc. The social effect of the Megaproject is described, both in the railway and in related industries.



The Russian Economy Today
Abstract
The unplanned economy of any country, based only on assumptions, is always characterized by chaotic ups and downs. Given the current global financial instability, as well as the increasingly complicated situation in the political arena, the author concludes that the doors of the global economy will not open for Russia soon, most likely, the opportunities for economic cooperation will narrow every year. In order to ensure the economic well-being of Russia, it is necessary to develop the domestic market and, like the Soviet Union, to become world leaders on a planned basis through the development of its science, the latest technologies, and the expansion of the domestic market.



Development of the Country’s Transport System: Current and Developing Strategic Documents of the Russian Federation
Abstract
The article analyzes the current and developing strategic documents of the Russian Federation on the modernization of the Russian transport system in the context of their impact on the implementation of the Megaproject 'United Eurasia: NOW.' The advantages of implementing the provisions of the Megaproject are revealed in order to achieve almost all the goals of modernizing the country’s transport system, which were outlined in the Spatial Development Strategy of the Russian Federation, the Comprehensive Plan for the Modernization and Expansion of the Main Transport Infrastructure, as well as the Transport Strategy of the Russian Federation for the period up to 2030 with a forecast for the period up to 2035. The author concludes that the expediency of implementing the Transport Strategy of the Russian Federation on the basis of a Megaproject reflects the relevance of this project and determines the need for its early implementation.



Russian Special Military Operation in Ukraine: Features, Problems, Comments
Abstract
The article examines a number of pressing problems of a special military operation, which ends the period of both a unipolar world order based on neoliberal monetary principles and pseudo-universal approaches of the aggressive West, and the post-Soviet anti-Russian-Russian-hating national discourse of Ukraine, provoked by the efforts of transatlantic elites and European political strategists. The inconsistency of peace negotiations between Russia and externally controlled Ukraine, whose leadership, from an international legal point of view and the philosophy of law, is both illegitimate and unauthorized, is argued. The geopolitical demand for the deconstruction of the current Ukrainian state and the total reformatting of its hostile society is substantiated on the principles of denazification, demilitarization, and the inevitability of criminal punishment for numerous war crimes. Relevant recommendations are formulated to help strengthen sovereign statehood and ensure the national security of our country, as well as complete the hostile transatlantic 'anti-Russia' project on the territory of Ukraine.



Integration of the Republic of Crimea into the Legal System of Russia: 10 Years of Experience, Prospects for Improvement
Abstract
The article examines the law-making activities of public authorities of the Republic of Crimea, as well as the technologies that were used in organizing legislative work, interaction with other authorities and institutions for the purpose of legal integration of the Republic of Crimea. The purpose of the study is to identify the legal instruments that were used by the Republic of Crimea during the almost 9-year period of reunification with Russia, and may be useful in overcoming the difficulties of the transition period in new regions of Russia. An analysis of legislative practice by government bodies of the Republic of Crimea in the period from 2014 to 2023 was carried out. Based on the generalized indicators in the presented article, the author came to the conclusion that the growth of by-law regulation persists throughout the entire analyzed period, while legislative activity is associated, as a rule, with significant events in the political sphere.



The Company’s Contract Model in the Context of the Social Agenda
Abstract
The author examines the peculiarities of the functioning of a business company (commercial organization) and a founder (shareholder) in the plane of unity of property interests. The relevance of the article is to consider the economic community in the plane of the product of legal technology (legal fiction) with the common interests of the founders with the company. The use of the «abstract losses» mechanism will allow the company and its owners to create a guarantee against unfair actions on the part of management (members of the board of directors). The author considers the company in the context of the principle of sustainable development, which is based not only on improving the well-being of the owner, but also taking into account ESG factors. The long-term incentive (motivation) program is designed to bring together the property interests of the owner and other interested parties in the long term.

Trade Promotion Experience in India
Abstract
Nowadays the task of exports development is one of the key priorities, both in the context of Russian policy as a part of the national project “International Cooperation and Export” and at the supranational level of the Eurasian Economic Union. This article is devoted to the analysis of India’s experience in building a trade promotion system. The relevance of the topic of the article is due to the fact that India, as a partner country of Russia, has positive experience in implementing some trade promotion practices, which is extremely in demand in the context of the operation and possible further expansion of Western economic sanctions. Knowledge about internal institutions regulating foreign trade will help, in the author’s opinion, domestic economic diplomacy in increasing the growth rate of mutual trade.



The Problems of Methodological Aspects of the Study of the Modernization of Political Governance in the Russian Federation
Abstract
Current situation in the world and domestic politics raises the issue of modernizing political governance in Russia. The fork between the continuation of reforms according to the Western model and the search for one’s own unique path requires scientific understanding, which can serve as a starting point in the methodology for modernizing domestic political life. This article presents scientific approaches to the modernization of political governance in our country. This process includes building a methodology for interaction between the state and citizens, directions of modernization in foreign policy, economics and internal policy, the development of horizontal connections within the country’s political system aimed at accepting management decisions.
