Aims and Scope
The periodical enters the list of leading peer-reviewed scientific journals (K1) which publish the results of the scientific studies to be awarded the scientific degrees of Candidate of Sciences and Doctor of Sciences in the following areas: 5.2. Economic Sciences and Majors 5.2.1. Economic Theory, 5.2.2. Mathematical, statistical and instrumental Methods in Economy, 5.2.3. Regional and Industrial Economies.
The key themes of the articles are the scientific advances in regional and industrial economies, cluster based economy, together with the research findings obtained with mathematical, statistical, and instrumental methods.
Publication is intended for researchers, teachers, graduate students, members of the public, business and government officials at all levels.

Peer Review Process
The articles are peer-reviewed under the Peer Review Policy for Articles submitted for their further publication in Perm University Herald. Economy and Ethical Code for the reviewers.
The articles are reviewed by the highly qualified experts with their expertise in the specific area and research topic to select the most valuable and promising studies. This approach meets the academic aims and scope of the Journal.
A review includes an expert analysis of the material and its unbiased well-reasoned assessment and recommendations.
A review covers the following points: whether the article matches the Journal’s profile; whether the article’s title reflects its content; whether the material is relevant; the content and structure of the article, its academic novelty (new theoretical, methodological approaches, new facts, hypothesis, new findings) are assessed; whether the practical issue and their relevance are properly described; theoretical and practical value of the research; whether the author’s principles and conclusions comply with the modern scientific approaches in the specific area of study; whether the information given by the author is reliable; whether the author defines, words, and introduces terms in a proper and accurate manner; whether the conclusions are properly justified; the narration of the article (its language and style, the text must be logical and coherent), whether the reference list is fully and properly presented; whether the article complies with the formatting rules.
A review must describe grounded positive features, as well as the drawbacks of the study, what corrections and additions should be introduced in the text.
At the end of the reviewing process, a reviewer provides the Editorial Board with one of the following recommendations:
1) the article can be accepted as-is;
2) the article can be accepted with revisions (with no extra review);
3) the article should be revised and reviewed again;
4) the article is not accepted.
The Editorial Board of the Journal asks the reviewers to use a standard form for their reviews. The original version of the review in a .doc format should be uploaded in the Personal Account of the Journal. A reviewer can sent their review file via email as agreed with the Editorial Board of the Journal.
The reviewing process is anonymous (double-blind peer review). A reviewer receives an anonymized manuscript. An author receives an anonymized review with no scores.
The exceptions could be made if a reviewer believes he/she could provide the author with specific revisions to improve the article, and the author expresses no objections about it.
A reviewer could make some notes for the author in the reviewed text which the author could be informed about. In this case, a file with the reviewer’s notes could be uploaded in the Personal Account or sent to the Editorial Board by email.
The reviewing process takes max. 10 business days upon sending the request with the article to a reviewer. A revised version of the article is reviewed within max. 5 business days. In some cases, a reviewer could request for a longer reviewing period but no more than by 5 business days.
A reviewer could decline a request to review an article upon informing the Board within 3 days in the following cases: the article is too specialized and outside the scientific scope of the reviewer; due to force major circumstances; for personal reasons.
The RF Ministry of Education and Science requests the original versions of the reviews to be kept for 5 years. The reviews must be presented to the Higher Attestation Commission and/or the RF Ministry of Education and Science upon the requests from the RF Ministry of Education and Science.
Publication Frequency
Frequency of publication – 4 issues per year. The Editorial Board welcomes the articles all the year round with no regard to any specific issue. Printed copies — 500 copies.
Open Access Policy
The Editorial Board of Perm University Herald. Economy follows the Public Access Policy.
The Budapest Open Access Initiative presupposes that the Editorial Board provides an open online access to the articles, permitting every user to read, download, copy, distribute, print, search or link to full-text articles, crawl them by indexing, pass them as data to software or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the Internet itself. The only constraint on reproduction and distribution, and the only role for copyright in this domain, should be to give authors control over the integrity of their work and the right to be properly acknowledged and cited.
Editorial ethics
Perm University Herald. Economy is a peer-reviewed journal with the international standards of publication ethics. The Editorial Board applies all efforts to prevent any abuse and violations of the ethical rules under the Regulations on ethical standards of editorial policy of Perm State University.
