Abstract

The protection and promotion of health of both the entire population of the Russian Federation and the military, in particular, is the most important task of the state. This is evidenced by many governing documents in the Russian Federation, including: the Constitution of the Russian Federation; Federal laws of the Russian Federation dated November 21, 2011 № 323-FL “On the basics of protecting the health of citizens in the Russian Federation” and dated December 4, 2007 № 329-FL “On physical education and sports in the Russian Federation”; Order of the Ministry of Health of the Russian Federation dated March 01, 2016 №134n “On the procedure for organizing the provision of medical assistance to persons involved in physical education and sports, including the procedure for medical examination persons wishing to undergo sports training, engage in physical education and sports in organizations and (or) fulfill the standards of tests (tests) of the All-Russian physical culture and sports complex “Ready for work and defense”; Temporary instructions for the organization of medical examinations, preventive and therapeutic measures, medical supervision of servicemen of the Armed Forces of the Russian Federation (Approved by the Deputy Minister of Defense of the Russian Federation T. Ivanov on December 29, 2018); Order of the Minister of Defense of the Russian Federation No. 560 dated July 31, 2013 "On Amending the Manual on Physical Training in the Armed Forces of the Russian Federation, approved by Order of the Minister of Defense of the Russian Federation dated 04.21.2009 № 200" and others. Medical and pedagogical observations appear in the guidance documents as one of the most important conditions for the protection and promotion of the health of military personnel during physical training and sports and are carried out by individuals involved in physical education and sports in order to determine an individual reaction to training and competitive loads and are carried out by doctors physiotherapy exercises, sports medicine in conjunction with a trainer of persons involved in physical education and sports, and are carried out in several stages.
