Abstract

the assessment of budgetary efficiency of investment in target programs is an important tool of public finance management. The article considers methodological approaches to assessing the effectiveness of budget programs, highlighting financial and economic, socio-economic and systemic analysis. The key problems of evaluation are noted, including the lack of unified standards, the complexity of long-term forecasting, limited data and the influence of political factors. National projects aimed at the development of the economy and social sphere are analyzed as an example of effective use of budgetary funds. Special attention is paid to the National Project "Health Care", its goals, main directions and achieved results. The article describes in detail the existing measures aimed at increasing the efficiency of budget funds utilization, such as regulatory and legal regulation, financial mechanisms, digitalization and automation, as well as incentives for investors. The conclusion emphasizes the need for an integrated approach to investment absorption, including understanding the legislation, selecting appropriate programs, preparing investment projects, obtaining financing, monitoring execution and evaluating effectiveness.
