the purpose of the study is to substantiate an integrated approach to optimal management of balanced development of industrial enterprises. Methods: in pursuing the goals of this study, we employ the dialectical approach, which provides a comprehensive view of economic activities associated with enhancing management practices in industrial enterprise development. The incorporation of a logical approach (involving deduction, induction, analysis, and synthesis) serves to examine the holistic method. The system method is used to coordinate all elements, processes and resources related to the development of enterprises, ensuring comprehensive management. Findings: a multi-stage management cycle has been formulated under this new framework. It encompasses the diagnosis and projection of both external and internal dynamics, identification of requirements for innovative solutions and investments, execution of strategic adjustments, and evaluation of the effectiveness of these initiatives. These stages form the basis for sustainable and balanced development of industry. Conclusions: fusing strategies and operational processes in industrial enterprise management fosters a synergistic outcome. This synergy is evident in the efficient allocation of resources and the achievement of long-term objectives.The main results of the study are the need for a comprehensive analysis, an emphasis on the balance of all aspects of activity, the integration of information systems and an emphasis on the flexibility of strategic management, which allows for effective adaptation to changes in the external environment and internal challenges.
