The journal publishes original fundamental and applied achievements, as well as review papers on the development of transportation systems and application of modern information technologies in the transportation industry.

International Journal of Advanced Studies was included in the list of leading peer-reviewed scientific journals and editions, approved by the State Commission for Academic Degrees and Titles (the VAK) of the Ministry of Education and Science of the Russian Federation, for publishing essential scientific results of theses of the authors pursuing degrees of candidate and doctor of sciences. 

Information about the journal issues is presented and accessible online on the Electronic Scientific Library site in full format, in order to create Russian Science Citation Index (RSCI). The journal has got a RSCI impact-factor (IF RSCI). 

All articles have gold open access status. Articles publishing in the journal International Journal of Advanced Studies was is carried out in accordance with the Creative Commons Attribution License, CC BY-NC-ND 4.0.

Information concerning the journal is published annually in Ulrich’s Periodicals Directory (the international reference system on periodic and continuing editions) for the purposes of informing the world’s academic community.

At the end of 2018, the International Journal of Advanced Studies made major qualitative changes. The journal began to be published in an updated form, which reflected not only in its design, but also in the composition of the editorial board and reviewers, editorial policy, topics and principles of selection of published articles. The composition of the editorial board, which includes Russian and foreign scientists actively participating in the formation of the international face of the journal, has been radically changed. Currently, we are actively attracting foreign authors and colleagues and will regularly update the composition of the editorial board.

 

Aim and Scope

International Journal of Advanced Studies (International Journal of Advanced Studies: Transport and Information Technologies) is a specialized scientific and technical peer-reviewed journal on transport systems and information technologies in the transport sector. The journal publishes original fundamental and applied achievements, as well as review papers on the development of transportation systems and application of modern information technologies in the transportation industry.

The mission of the journal is to become a major sustainable thematic platform in the focus of development of the Russian domestic, with the participation of foreign representatives, discussion on priority problems of the transportation industry and information technologies in the field of vehicle and system management.

Objectives:

  • to promote the development of modern science in the direction of operation and safety improvement of transport, modernization in the transport sphere with the help of information and communication technologies;
  • to presentation of new concepts, theories, approaches, models, methods, technologies that ensure the development of Russian and world transport;
  • to popularization of the results of modern research of Russian and foreign scientists in the field of transport and information technologies;
  • to promotion of active implementation of new socially significant scientific results in all spheres of the transport infrastructure of the state;
  • to establishment and strengthening of scientific communications and ties between Russian and foreign scientists;
  • to attracting young scientists to research in the field of safety and efficiency of vehicles and transportation networks of the world.

The editorial board of the journal selects for publication manuscripts of review-analytical works and original prospective studies, as well as brief reports and professional reviews on the most significant achievements in the field of transportation systems and information technologies.

All publications are reviewed and accompanied by an extensive resume in Russian and English. The editorial board of the journal accepts the texts by both Russian and foreign authors in either the Russian or English languages.

Relevance, interest to the public, novelty of the proposed ideas and scientific certainty of the materials presented are the criteria that the submitted manuscripts have to meet to be published. The mission of the editorial board is to provide opportunities for a well-posed and well-founded discussion of the most topical issues that would include presentation of different types of discourse as well as different research approaches. The decision to accept the article for publication is made by the editorial board taking into consideration the opinions of leading scientists, being reviewers and experts, who assess the article according to the above-mentioned criteria.

The target audience of the journal is not only scientists and teachers, but also universities, associations of scientists and other people and organizations associated with scientific institutions. We strive to make the articles of our authors interesting and accessible to the widest range of the public interested in discussing the development of the transportation industry and information systems and technologies.

Peer Review Procedure

All scientific papers submitted to the editorial office of the International Journal of Advanced Studies (International Journal of Advanced Studies: Transport and Information Technologies) are reviewed by applying aggressive peer reviewing, that is the double-blind peer review method (the identities of the author(s) and reviewers are kept unknown). 

1. Submitted articles are reviewed by members of the editorial board as well as leading experts in the correspondent sphere of knowledge both from Russia and abroad as external reviewers. It is the editor-in-chief who makes the decision concerning selection of a reviewer for a particular article. The review period is 2-4 weeks, but it can be extended at the request of the reviewer. 

2. The reviewer is entitled to refuse from performing the peer review in case there is a conflict of interests of any kind that may affect evaluation of the manuscript. Upon the evaluation, the reviewer is expected to present the editorial board with one of the following recommendations (any reviewer’s opinion is to be substantiated): 

  • to accept the submitted manuscript as it is;
  • to invite the author to revise their manuscript to address specific concerns before final decision is made;
  • to suggest final decision be made following further reviewing by another specialist;
  • to reject the manuscript outright.

3. In case the reviewer has recommended any refinements, then the editorial board is to send the author a request either to implement the corrections or dispute them reasonably. Authors are kindly required to limit their revision to 2 months and resubmit the adapted manuscript within this period for final evaluation. 

4. We politely request that the editorial board be notified verbally or in writing should the author decide to refuse from publishing the manuscript. In case the author fails to do so within 3 months since receiving a copy of the initial review, then the editorial board is to take the manuscript off the register and notifies the author accordingly. 

5. Should the author(s) and reviewers meet insoluble contradictions regarding the manuscript, then the editorial board is entitled to forward the manuscript for further reviewing. In case there is a conflict, then the editor-in-chief is to resolve the conflict at the panel session of the editorial board. 

6. The editorial board reaches final decision to reject a manuscript at the panel session according to reviewers’ recommendations and duly notifies the author(s) of their decision via e-mail. The editorial board does not accept a previously rejected manuscript for re-evaluation. 

7. Upon the decision to accept the manuscript for publishing, the editorial board notifies the author(s) of the scheduled date of publication. 

8. Original reviews of submitted manuscripts remain deposited for at least 5 years.

9. Copies of reviews or substantiated rejections are submitted to authors of the manuscripts by the editorial board. Copies of reviews are also to be submitted to the Ministry of Science and Higher Education of the Russian Federation upon receiving a corresponding request.

We offer Attribution-NonCommercial 4.0 International License (CC BY-NC-ND) type of open license created by The Creative Commons.

As the journal is working for becoming a platform for full-scale discussion of these problems, it follows the policy of open access to its publications.

All contents of the journal are available free of charge to its users on the journal's official website upon publishing the issue. The users are allowed to read, download, copy, distribute, print, search and find full texts of the published articles without the prior permission of the publisher or the publication’s author.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Publishing Ethics

The policy of the editorial board of the International Journal of Advanced Studies (International Journal of Advanced Studies: Transport and Information Technologies) is based on current legal requirements regarding copyright. The editorial board fully supports the Code of Ethics for scientific publications formulated by the Committee on Publication Ethics, taking into account the Sarajevo Declaration on Integrity and Visibility of Scientific Publications and the Ethical Principles of Scientific Publications declaration of the Association of Science Editors and Publishers.

The editors of the journal make every effort to comply with the ethical standards adopted by the international scientific community to prevent any violation of these standards, both in their own work and in relationships with all participants in the editorial and publishing process, i.e., authors, reviewers, editors, members of the editorial board, founders, publishers, distributors and readers.

Compliance with the ethical standards for scientific publications helps to ensure the authors’ rights to their intellectual property, improve the quality of the publications and exclude the possibility of misuse of copyrighted materials in the interests of individuals.

The publisher and the founder are responsible for the publication of copyrighted works and contribute to the fulfillment of ethical obligations by the editors, editorial board, reviewers and authors.

They provide material and technical support as well as equipment for publishing activities, organize the provision of services in advertising, legal assistance, etc. They bear the costs and expenses of publishing and distributing the journal as well as help the editors to interact with other organizations in order to ensure the functioning and development of the journal.

The publisher ensures the timely release of the issues of the journal, is responsible for publishing corrections, clarifications and retractions of articles in which violations of scientific ethics or critical errors have been identified.

The editorial board of the journal is guided in its activities by the principles of scientific character, objectivity, professionalism, impartiality.

It is the editorial board that makes a decision on publication, taking into account the opinion of the reviewers. The decision is based on the scientific significance of the work in question, its originality (provided it is not a review or a translated article), compliance with the profile (topic) of the publication, the reliability and relevance of the work in question.

The editorial board undertakes to comply with the policy of disclosing conflicts of interest on the part of all participants in the publication process.

The editorial board and editors ensure the confidentiality of copyright materials, accept academic articles solely on the basis of their scientific value, reliability and novelty, regardless of the author's personality (their citizenship, race, gender, nationality, sexual orientation, religious and political beliefs), as well as agree with the authors on the final version of the article. They inform the publisher on retractions, mistakes, typographical errors so that the latter could publish that both in the journal and online.

They ensure a fair and efficient independent review process, take measures to retract articles in case of claims of an ethical nature, correct typographical errors and finally submit articles to the publisher.

The editorial board and editors comply with the policy of disclosing conflicts of interest on the part of all participants in the publication process.

Authors (or a team of authors), when submitting materials to the journal, must be aware that they are responsible for the novelty and reliability of the results of their scientific research. Therefore, borrowed fragments or statements must be formalized with the obligatory indication of the author and source. Excessive borrowing, as well as self-plagiarism and plagiarism in any form, including loose quotations, paraphrasing or appropriation of rights to the results of other people's research, is unethical and unacceptable.

Among the co-authors, it is unacceptable to indicate persons who did not participate in the preparation of the publication. All changes and suggestions from the editorial board must be agreed between all the co-authors with no exception.

Authors must submit and prepare the original manuscript in accordance with the rules adopted in the journal, as well as respect the work of the editorial board and reviewers and eliminate the shortcomings noted in the reviews.

Authors are obliged not to allow simultaneous submission of materials to different journals. They are required to declare a potential conflict of interest, which, in their opinion, may have a direct or indirect impact on the publication process.

The manuscript received for review must be treated as a confidential document that cannot be transferred for review or discussion to third parties who do not have permission from the editors.

The reviewer is obliged to give an objective and reasoned assessment of the stated results of the study and clearly justified recommendations, to report to the editorial board about the violation of the ethical standards of scientific work in the reviewed material that they have noticed. The reviewer is entitled to refuse conducting a review if there is a clear conflict of interest that affects the perception and interpretation of the manuscript materials. Personal criticism of the author is unacceptable. The reviewer must be aware that the manuscripts sent to them are the intellectual property of the authors and are classified as confidential information. Violation of confidentiality is possible solely if the reviewer claims that the materials contained in the article are unreliable or falsified.

 

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

The editorial board of the journal, when considering an article, checks the material using Antiplagiat (License agreement No. 7427 dated December 13, 2024), Advego PlagiatusEtxt Антиплагиат and other programs. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

An author should ensure that they have written entirely original works, and if the author has used the work and/or words of others, then this has been appropriately cited or quoted. Plagiarism in all its forms constitutes unethical publishing behavior and is unacceptable.

All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors. The corresponding author should ensure that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.

An author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behavior and is unacceptable. In general, an author should not submit for consideration in another journal a previously published paper.

In the event of simultaneous submission of a manuscript to different journals, the published article will be retracted (withdrawn from print).

 

Retraction. Corrections

In case of revealing violations of publication ethics, the editorial office is open for dialogue and joint work with readers, authors and the scientific community.

Journal editors should consider retracting a publication if:

  • they have clear evidence that the findings are unreliable, either as a result of misconduct (e.g. data fabri-cation) or honest error (e.g. miscalculation or experimental error).
  • the findings have previously been published elsewhere without proper crossreferencing, permission orjustification (i.e. cases of redundant publication).
  • it constitutes plagiarism.
  • it reports unethical research.

When errors are identified in published articles, the publisher will consider what action is required and may consult the editors and the authors’ institution(s).

Errors by the authors may be corrected by a corrigendum and errors by the publisher by an erratum.

If there are errors that significantly affect the conclusions or there is evidence of misconduct, this may require retraction or an expression of concern following the COPE Retraction Guidelines.

Preprint and postprint Policy

Prior to acceptance and publication in International Journal of Advanced Studies (International Journal of Advanced Studies: Transport and Information Technologies), authors may make their submissions available as preprints on personal or public websites. 

Authors have the right to post their work on the Internet (for example, on such websites as https://preprints.ru/https://preprints.org/ etc., in an institute repository or on a personal website) before and during the process of its review by the journal (with an indication of its preprint status), since this may lead to a productive discussion and more links to the work.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in International Journal of Advanced Studies (International Journal of Advanced Studies: Transport and Information Technologies) we suggest that the link to the article on journal's website and DOI is used when the article is shared on personal or public websites.

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Generative AI Policy

IJAS Policy for Use of Artificial Intelligence in Publishing and Reviewing

The Editorial Board of the International Journal of Advanced Studies recognizes the growing availability and use of generative artificial intelligence (GenAI) tools in academic research and establishes the following policies regarding how authors, reviewers, and editorial board members should work with GenAI.

1. Generative Artificial Intelligence (ChatGPT, etc.) cannot be listed as an author in publications. Artificial intelligence-based programs and tools do not meet the requirements of authorship because they are not (and cannot be) responsible for the work submitted, cannot declare the presence and absence of conflicts of interest, and cannot manage copyright.

2. The use of artificial intelligence-based programs is not prohibited by the Editorial Board when preparing the abstract and searching for additional sources of literature. Image generation and editing is prohibited. Authors should be aware that chatbots often transmit false information, which requires additional verification of information. In order to protect privacy, while interacting with generative artificial intelligence, authors are advised not to upload sensitive personal information about real people.

3. Authors should acknowledge the contributions made by generative artificial intelligence tools to any aspects of the published research. In the “Description of Generative Model Application” section, authors should include the title, version, and scope of the artificial intelligence-based program intervention, query criteria, and describe the specific tasks for which artificial intelligence was used (study design, data analysis, data visualization, text editing, literature search, etc.).

4. Articles that do not disclose the use of generative artificial intelligence tools and/or have large portions of text generated using artificial intelligence may be rejected. When manuscripts are checked by the editorial office, the appropriate module of the 'Antiplagiat' system is used to detect the text generated by artificial intelligence.

5. Editors, editorial board members, and reviewers are not permitted to use generative artificial intelligence when preparing article reviews, as the use of ChatGPT poses the risk of jeopardizing confidentiality and violating the authors' intellectual property rights to their work.

This policy will be updated as generative artificial intelligence tools evolve and impact the research publication process.

 

Archiving

This journal utilizes the LOCKSS and CLOCKSS system to create a distributed archiving system among participating libraries and permits those libraries to create permanent archives of the journal for purposes of preservation and restoration.

 

Indexing and Abstracting

Scientific papers published in International Journal of Advanced Studies (International Journal of Advanced Studies: Transport and Information Technologies) are included in the calculation systems of authors and journals citation indices. The citation index is an index that characterizes the significance degree of a particular scientific paper. It is found by calculating the number of references to the paper in further publications.

Article Processing Charges

The journal follows the policy of Open Access Journals, access to articles published in the journal is free for everyone (no registration required).

The fee is not charged for submitting an article, inspection and reviewing it.

The cost of open access to an article, including editing, technical preparation and processing of an accepted article after scientific peer review, assignment of an international identification number DOI, placement of the journal on the site and in indexing and abstracting systems, creation of common archives of participating libraries and publishers in order to increase reliability and the availability of publications is 6,400 rubles per article. Publications are funded by authors, interested persons, universities, scientific and other organizations, including through grants.

The costs are borne by the publisher and the founder of the journal.

Payment should be made only after receiving a positive decision of the editorial board.

The Editorial Office contacts authors directly, without any middlemen. If one receives proposals from other companies or individuals – tending to act as middlemen / intermediaries – to publish an article in our journal for some fees, all such activities are illegal, and we request to inform us of any such illegal conduct. 

Printing of additional journal issues, subscription to the journal (hard copies, in different variants and for different periods), shipment by post – are additional services to be paid separately.

Marking of foreign agents

ON THE NEED TO MARK FOREIGN AGENTS IN ARTICLES

Dear colleagues!

Please note that when mentioning or quoting foreign agents in articles, their status must be indicated. In order to avoid repeating yourself every time a given person or organization is mentioned, you can make a general footnote at the end of the article. The wording must be clear and unambiguous, for example: "*Ivan Ivanov is recognized as a foreign agent in the Russian Federation." When mentioning several foreign agents in one material, the marking is placed for each of them separately.

If the material was created by the foreign agent himself, the marking must be placed at the beginning of the material. The standard wording for marking an article written by a foreign agent looks like this: "This article was written by a foreign agent (name of the foreign agent) or concerns the activities of a foreign agent (name of the foreign agent)".

Important! Before sending an article to the editor, it is necessary to check whether the article mentions organizations whose activities are prohibited in the Russian Federation, foreign agents, etc., since the list is updated regularly. If they are found, they must be marked.
