A ministry as a department of the soviet economic government in 1965-1970 (on the materials of the Ministry of light industry of USSR)

Abstract

In 1965 the leaders of the USSR took a decision to restore ministerial system of administration of national economy. At the same time, implementation of a new system of planning and economic incentive in industry begins. Full responsibility for industries functioning and their results was placed on soviet ministries. It is important to analyze what place in the system of administration of the USSR ministries hold, if they were given the appropriate rights to reach the mentioned goals.
