About the UNESCO Chair on Copyright, Neighboring, Cultural and Information Rights at HSE University

The International Scientific and Educational Center “UNESCO Chair on Copyright, Related, Cultural and Information Rights” (abbreviated as “UNESCO Chair of the NRU HSE”) was built by the decision of the Academic Council of the NRU HSE in October 2020 under the Agreement between UNESCO and the National Research University “Higher School of Economics” (NRU HSE) dated August 7, 2020.

The Center traces its history back to the UNESCO Chair on Copyright and Other Intellectual Property Rights, established by initiative of the Permanent Representative of the Russian Federation to UNESCO in 1993–1998, Ambassador Extraordinary and Plenipotentiary of the Russian Federation, Doctor of Legal Sciences, Professor M. A. Fedotov. The agreement on the organization of the UNESCO Chair based on the Institute of International Law and Economics. A.S. Griboyedov (IMPE, now — Moscow University named after A.S. Griboyedov) was signed on June 12, 1998. In 2009, the Chair, in agreement with the UNESCO Secretariat, was relocated to the Higher School of Economics.

The UNESCO Chair is a scientific and educational structural subdivision of the National Research University Higher School of Economics. It participates in the worldwide network of UNESCO Chairs Program called UNITWIN. The program works based on the decision of the 26th session of the General Conference of UNESCO in 1991. The program focuses on inter-university cooperation at the global and regional levels of education, science, culture, and communication. The UNITWIN/UNESCO Chairs program currently unites more than 830 Chairs and 20 specialized chair networks in 110 countries.

All over the world, UNESCO Chairs, acting in the spirit of academic solidarity, stimulate sustainable ties between universities and institutions, governments, local authorities, business circles, civil society, etc. The fundamental principle of the UNITWIN/UNESCO Chairs Program is an equal partnership of universities, which, through the UNESCO Chairs, initiate and implement various projects within its framework, respecting university autonomy and academic freedom.

The HSE UNESCO Chair specializes in copyright, related rights, and cultural and information laws, including the legal regulation of cyberspace, artificial intelligence technologies, and transhumanism. The Chair cooperates with the relevant divisions of the UNESCO Secretariat, particularly the Sector of Culture and Information and Communication. The Chair cooperates with the UNESCO Institute for Information Technologies in Education and the Commission of the Russian Federation for UNESCO.

The UNESCO Chair realizes versatile research, education, consulting, and expert activities in the field of freedom of creativity and freedom of expression, legal and ethical aspects of information pluralism. The Chair works on the progress of the informational society and multilingualism in cyberspace. Chair toils on overcoming the digital divide, transhumanism technologies, and the impact of artificial intelligence on social and legal institutions. All this requires the stable functioning of an open discussion platform for the exchange of opinions, discussion of ideas, transfer, and knowledge popularization.

Since 1999, the UNESCO Chair has published a quarterly scientific and analytical magazine named Works on Intellectual Property (www.tis.hse.ru). Its origins were such prominent Russian jurists as I.L. Bachilo, M.M. Boguslavsky, E.P. Gavrilov, V.A. Dozortsev, A.P. Sergeev, M.A. Fedotov, and their foreign colleagues Mihaly Ficsor (WIPO, CEECA, CITIP), Adolf Ditz (Max Planck Institute for Innovation and Competition), Peter Maggs (Illinois University), Kaarle Nordenstreng (University of Tampere) and others.

The journal publishes scientific articles and analytics, book reviews, and expert opinions on a wide range of IP problems and the modern information ecosystem. Among the topics that attract the attention of the authors and readers of the journal are topical issues of copyright and related rights, intellectual property rights in the context of digitalization, and cultural and information rights in the context of UNESCO conventions and recommendations. The list embraces human rights in the digital age, legal regulation of cyberspace, mass communications, digital platforms and ecosystems, artificial intelligence technologies, and transhumanism.

The journal published based on the Agreement between UNESCO and the National Research University Higher School of Economics since 2014. The journal presented in the List of peer-reviewed scientific publications publishing the main scientific results of dissertations for the degree of Candidate of Science for the degree of Doctor of Science (the List of Higher Attestation Commission under the Ministry of Education and Science of Russia). The journal is on the Russian Science Citation Index (RSCI).

The UNESCO Chair of the National Research University “Higher School of Economics” also publishes a monthly newspaper called “Sreda”, distributed free of charge in electronic form by subscription. The Bulletin contains information about normative legal acts coming into force, drafts of new laws, decrees and resolutions, precedent judicial decisions, past and upcoming scientific conferences, seminars, forums, etc.
