Rotation of state and municipal employees: legal aspects and differences in approaches

Abstract

The article discusses problematic aspects of the regulatory regulation of the institute of rotation of state and municipal employees in the Russian Federation. The author analyzes the legal grounds, conditions and consequences of the use of rotation, as well as identifies conflict of laws and gaps in the current legislation. Specific directions for improving the legal regulation of rotation are proposed, taking into account social justice and uniformity of guarantees.
