Abstract
The article considers the nature of legal acts, types of legal acts, analyzes the distinction of basic features of normative legal acts, non-regulatory acts and acts containing explanations of legislation and having normative properties. Issues of interpretation of legal rules, reasons for interpretation, including issues of incidental interpretation, types of interpretations, classification are also analyzed. The validity of using different terminology to express one thought in one act is discussed.
The current point of view in the legal literature on the interpretation of individual legal acts of public authorities is questioned. It is argued that the definitions of legal acts should be clarified in order to ensure a correct and uniform interpretation and application of the law. Special attention is given to judicial interpretation.
The need for a common approach to understanding the essence of legal acts, their form of expression, terminology, classification is caused by an abundance of currents (directions) in theory, many explanations and court decisions on challenging these acts, the diversity of legal forms of activity of various executive authorities. These circumstances require the normative establishment of terms of different legal acts at federal level, which clearly express the idea of the legislator and do not allow for different interpretations.
