Peer Review Process
REVIEW PROCEDURE
for manuscripts of articles submitted to the editors of a scientific journal
"Regional Issues"
1.The publication reviews all the materials received by the editorial office that correspond to its subject, with the aim of their expert evaluation. All reviewers are recognized experts in the subject of the peer-reviewed materials and have publications on the subject of the peer-reviewed article over the past 3 years. The editorial board of the journal determines the compliance of the article with the profile of the journal, and the requirements for registration. Then the article is sent to the chief editor for the first review, his deputy or the executive secretary of the journal, who evaluates the scientific value of the manuscript and appoints reviewers. Articles are reviewed by members of the editorial board,as well as by external reviewers belonging to the leading experts in the relevant scientific areas.
2.All materials received by the editors of the journal undergo double-blind peer review. The editors send copies of reviews or a reasoned refusal to the authors of the submitted materials. The term of review, which is under the control of the editorial board, is up to 2 months; dependent on the situation and the request of the reviewer, it can be extended.
3.In order to obtain the most complete and objective review of the article, the editorial board developed a memo to the reviewer with a list of questions for their evaluation in the manuscript. Based on this assessment, the reviewer draws his conclusion about the future fate of the article:
- The article can be published without corrections
- The article can be published with minimal corrections without re-reviewing
- The article requires significant revision with re-review
- It is recommended to reject the publication
4.The editors of the publication send copies of reviews or a reasoned refusal to the authors of the submitted materials.
5.If the review contains recommendations for correcting and refining the article, the head of the editorial office sends the text of the review to the author with a proposal to take recommendations into account when preparing a new version of the article or reasonably refute them (partially or completely). The article modified by the author is re-sent for review.
6.In case of irremovable contradictions with the author and the reviewer regarding the article, the editors reserve the right to send the article to another reviewer. In conflict situations, the article is submitted for consideration by a member of the editorial board. In such cases, the editor-in-chief makes the final decision.
7.A positive review is not a sufficient reason for publishing an article. The final decision on the expediency of publication is made by the editorial board based on the validity of the work and its relevance to the subject of the journal. In conflict situations, the decision is made by the editor-in-chief. The decision of the editorial board for each article is recorded in the editorial board minutes of the meeting.
8.The editors reserve the right to make editorial changes and reject the work proposed for publication. The editors are not responsible for the accuracy of citations, references to legislation and information about the authors.
9.The opinion of the editorial board of the journal may not coincide with the scientific point of view of the author. The authors bear full responsibility for the content of the materials and for the text originality.
10.Authors have the right to appeal the editorial board decisions to accept or reject articles.
11.Reviews are stored in the publishing house and in the editorial office of the publication for 5 years.
12.The editors send copies of reviews to the Ministry of Education and Science of the Russian Federation at a corresponding request to the editors of the publication.
