Introductory article
Abstract
On May 23 and 24, 2023, a regular General Meeting of members of the Russian Academy of Sciences was held in Moscow, in the Great Hall of the Russian Academy of Sciences. It was attended by First Deputy Chairman of the Government of the Russian Federation A.R. Belousov, Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation K.I. Kosachev, First Deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation A.D. Zhukov, Minister of Science and Higher Education of the Russian Federation V.N. Fal'kov, Minister of Health of the Russian Federation M.A. Murashko. The meeting was also attended by the chairmen of the relevant committee of the State Duma and the Federation Council; deputy ministers; presidents of Russian academies of education, arts, architecture, and construction sciences; and representatives of state corporations.

Abstract
Before our eyes, the existing world order is changing, and a new structure of economic and international relations is being formed. For all states—and primarily for Russia—these transformations result in serious challenges related to global security, technology development, and the protection of traditional values; science is among the fields that must respond to them.



ON THE WORK OF THE PRESIDIUM OF THE RAS DURING THE REPORTING PERIOD REPORT OF THE CHIEF SCIENTIFIC SECRETARY OF THE PRESIDIUM OF THE RAS ACADEMICIAN M.V. DUBINA
Abstract
During the reporting period, the Presidium of the Russian Academy of Sciences fully implemented the tasks assigned to the Academy of Sciences. Elections of the President of the Russian Academy of Sciences and a new composition of the Presidium of the Russian Academy of Sciences were held. Scheduled meetings were held in priority scientific areas, as well as those dedicated to important events in the scientific field. According to the order of the President of the Russian Federation, the St. Petersburg Branch of the Russian Academy of Sciences was established. Large-scale work has been carried out within the framework of the state assignment approved by the Government of the Russian Federation.
The Russian Academy of Sciences successfully interacted with federal state and executive authorities, subjects of the federation, educational, commercial and other organizations. The most important functions of the RAS were successfully implemented – coordination of fundamental and exploratory scientific research and expert activities. International scientific ties continue to be established and strengthened. Events aimed at popularizing science and attracting talented young people to the scientific community were held. Preparations are being actively made for the celebration in 2024 of the 300th anniversary of the Russian Academy of Sciences.



GENERAL MEETING OF THE RUSSIAN ACADEMY OF SCIENCES ON THE ACTIVITIES OF THE FAR EASTERN BRANCH OF THE RUSSIAN ACADEMY OF SCIENCES IN 2022 SPEECH BY THE CHAIRMAN OF FAR EASTERN BRANCH OF THE RAS, RAS ACADEMICIAN Y.N. KULCHIN
Abstract
Coordination and scientific and methodological management of scientific and educational institutions is carried out by the Far Eastern Branch of the Russian Academy of Sciences with the help of eight joint scientific councils in the following areas: physical, mathematical, and engineering sciences; chemical sciences; biological sciences; Earth sciences; social sciences; humanities; medical and physiological sciences; and agricultural sciences.

Abstract
The institutes of the Ural Branch of the Russian Academy of Sciences operate over a vast territory stretching from Arkhangel'sk to Orenburg from north to south and from Tobol'sk to Izhevsk from east to west. Under the scientific and methodological leadership of the RAS Ural Branch, there are 32 scientific organizations, including 6 federal research centers, as well as 18 higher education establishments. The branch includes 115 members of the Russian Academy of Sciences, of which 41 are academicians. In July 2022, academic science in the Urals celebrated its 90th anniversary.

Abstract
On May 22, 2023, meetings of the Division of Mathematical Sciences of the Russian Academy of Sciences and the Division of Physical Sciences of the Russian Academy of Sciences took place, as well as a ceremonial meeting of the RAS Division of Nanotechnologies and Information Technologies (ONIT RAS), dedicated to the 40th anniversary of the ONIT, at which President of the Russian Academy of Sciences G.Ya. Krasnikov and President of the National Research Center Kurchatov Institute M.V. Koval’chuk delivered congratulations.

Abstract
The General Meeting of Members of the RAS notes that the activities of the Academy during the reporting period were carried out in accordance with Federal Law No. 253-FZ of September 27, 2013, On the Russian Academy of Sciences, the Reorganization of State Academies of Sciences and Amendments to Certain Legislative Acts of the Russian Federation and the RAS Charter and was aimed at implementing the strategic directions of the country’s development, defined in the messages of President of the Russian Federation V.V. Putin of 2018−2021 and 2023 and decrees of the President of the Russian Federation, as well as at developing science in the Russian Federation and increasing the potential, efficiency, and performance of scientific research, including with account account for the large-scale sanctions against Russia. The General Meeting of RAS members adopted a resolution.



MIND AND KIDNEY REPORT OF THE LAUREAT OF THE BIG GOLD MEDAL NAMED AFTER M.V. LOMONOSOV RAS 2022
Abstract
The report, presented at the General Meeting of the Members of the Russian Academy of Sciences on May 24, 2023, was devoted to the results of the author’s research on the physiology of the kidney and water-salt balance, and the practical significance of the results obtained. The author noted that the kidneys provide conditions for the stability of the volume of each cell of the body, maintaining the constancy of blood osmolality, blood volume in the vessels and the total volume of extracellular fluid in the body, constancy of blood pressure, the desired level of blood clotting; the kidneys are involved in regulating the balance of inorganic ions, digesting proteins, hydrolyzing altered proteins in the blood serum, in the synthesis of glucose in its deficiency, maintaining a constant concentration of many organic substances in the blood serum, hormone secretion, and many other processes.
Yu.V. Natochin defends the point of view, according to which the kidney is both an organ for excreting unnecessary substances from the blood and storing the necessary substances in it; it is the kidney that allows you to create an ideal composition of the environment surrounding every cell of the body. Another important postulate concerns the origin of life on Earth. The author disputes the widespread hypothesis about the origin of life in the sea water environment, since, in order to ensure the synthesis of polypeptides, the concentration of inorganic substances, in particular potassium ions, must be equal inside and outside the cell in the first emerging cell.
