Миротворческие операции САДК: успехи, проблемы и перспективы

Аннотация

В статье рассматриваются успехи и проблемы, с которыми сталкивается Сообщество развития Юга Африки (САДК) в своих усилиях по поддержанию мира. Оцениваются достижения ключевых миротворческих операций в Лесото, Мадагаскаре, Демократической Республике Конго, Зимбабве и Мозамбике и факторы, способствующие успехам САДК, включая региональное сотрудничество, дипломатическое посредничество и поиск консенсуса среди государств-членов. Применяя ситуационно-структурный подход, авторы рассматривают постоянные вызовы: ограниченные ресурсы, политические проблемы и изменения в характере угроз безопасности, включая терроризм и восстания. Подчеркивается необходимость институциональных реформ, улучшения логистики и укрепления международного партнерства для повышения эффективности миротворческих операций. В статье представлено всестороннее понимание роли САДК в миротворчестве и ее вклада в долгосрочный мир на юге Африки.
