MODERN PROBLEMS OF DEVELOPMENT OF EDUCATION
Influence of research results in the field of history and philosophy of science and technology on the formation of a mobilization model for improving humanitarian, professional and worldview education during the educational process in technical universities of Russia
Abstract
The article is devoted to the consideration of the process of formation of a mobilization model of humanitarian, professional and worldview education during the educational process in technical universities in Russia. It is noted that the fundamental cause of the prosperity or, conversely, the decline of enterprises, institutions, universities, and even states is good or poor management, which in turn results from the high or low quality of the educational process in universities. A clear understanding of the scale and essence of the changes occurring in Russia, as well as overcoming difficulties and countering opposition to our progressive socio-economic development, is necessary. In this context, it is important whether the relevant solutions will be based on scientific recommendations, including those from the history and philosophy of science and technology, considering the specifics of the Russian internal environment, national traditions, and mentality. To enhance the training of future engineering personnel, the inter-university center for education in the history and philosophy of science and technology at SPbGMTU has developed, published, and integrated into the educational process several collective monographs, and other works.

Small production volume of non-standard decisions on example of the history of airplane construction
Abstract
With examples from the history of the aircraft design it is shown that technical products, the development of which used non -standard solutions, on average were required by users several times less. Statistics of aerodynamic layouts and fuselage schemes of aircraft and their successfulness was studied. On the example of the wing layout for light airplanes, it is also shown that the developers give priority to the technical, and not the operational characteristics of the products and persistently, for decades do not create what users need. It is concluded that the use of non -standard solutions is justified only if they promise significant and understandable technical and operational benefits at the development stage, as it was, for example, when using the fuselage with step for jet fighters.

The Main Stages of the Creation and Development of the Theory of Operation of Rocket and Space Technology
Abstract
The article discusses the stages of creation and development of the theory of operation of rocket and space technology. At the stage of substantiating the need to create a theory of operation (mid-1950s –mid-1960s), scientific research was launched, and a system of training of operational specialists began to take shape. The most important result of the second stage (from mid-1960s to the late 1980s) was the creation of a system for the operation of rocket and space technology based on a strict state management strategy. At the third stage (since the early 1990s), the main direction is related to the development of resource-saving technologies for operation. Promising areas of development of the theory of operation are aimed at managing the life cycle of products as a whole.

Promising Directions for the Development of the Theory of the Operation of Rocket and Space Technology at the Present Stage
Abstract
The article highlights the actual problems of the theory of operation of rocket and space technology and ways to solve them. Insufficient operational quality of products determines the relevance of the development of scientific and methodological support for setting requirements for its characteristics and monitoring their implementation. The modern approach to solving the problems of ensuring the safety of the operation of rocket and space technology is based on the concept of risk management. Personnel management should be aimed at ensuring professionalism – the ability of specialists to perform tasks according to their intended purpose in given conditions. Insufficient operational efficiency determines the urgency of the problem of synthesis of the operation system. Another relevant area is related to the need for product lifecycle management. Approaches to solving operational problems are considered from the point of view of new principles of building an operational system, which reflect the experience gained in recent years in the operation of rocket and space systems.
