Экономическая солидарность: конституционный принцип и ценность экономического взаимодействия

Аннотация

Предметом исследования в статье выступает категория экономической солидарности и ее конституционно-правовое содержание. Констатируется множественность понимания экономической солидарности в современной науке и законодательстве, среди которых понимание экономической солидарности как: конституционного принципа; конституционной ценности; фактора эволюции прав и свобод человека и гражданина в экономической сфере; проявления принципов конституционализма; конституционно-правового основания развития экономического разнообразия, конкуренции, дифференциации экономических статусов; формы связи, формы взаимодействия между участниками общественных отношений; вектора экономического и социального взаимодействия; плоскости пересечения экономических интересов личности, публичной власти, бизнеса, институтов гражданского общества и иных участников экономических отношений; критерия уровня развития, зрелости экономического взаимодействия, критерия устойчивого экономического развития; свойства, качественной характеристики экономического взаимодействия на определенном этапе социально-экономического развития; критерия эффективности публичного управления в экономической сфере; показателя зависимости или связанности участников экономического и социального взаимодействия; системного, комплексного института конституционно-правовой, экономической, аксиологической и организационно-управленческой природы. Понимание экономической солидарности как конституционного принципа и конституционной ценности для России выступает относительно новым и требует доктринального осмысления. В статье выделены теоретические подходы к позиционированию экономической солидарности (в конституционно-правовом и ином измерении); сделан вывод о ведущей роли государства в сохранениии обеспечении экономической солидарности в обществе; обозначены перспективы использования междисциплинарных подходов к исследованию экономической солидарности.
